DEPARTMENT OVERVIEW

Department overview

The Quantity Surveyor manages the day-to-day commercial function and oversees commercial administration across Obelisk projects and contracts. As the senior commercial professional in the department, the role takes ownership of project financial performance, cost control, measurement, customer claims, commercial reporting and contractual entitlements.

The role works closely with Operations and Finance to protect revenue, manage costs and deliver accurate forecasts. Commercial commitments and approvals are managed within company delegated authority, with material risks escalated to senior management.

Key tasks and responsibilities

Commercial leadership and oversight

  • Manage the department’s commercial workload, priorities and daily, weekly and monthly submission deadlines.
  • Oversee the Commercial Administrator’s work, allocate tasks, review outputs and provide guidance, coaching and technical direction.
  • Manage commercial controls, approval workflows and action registers, ensuring issues are assigned and resolved promptly.

Measures and customer claims

  • Manage the collection, validation and submission of daily and weekly measures, ensuring quantities, job codes, agreed rates and completion evidence are accurate.
  • Manage weekly measure files and customer portal submissions, resolve rejected or missing items, and ensure an auditable record of approvals and resubmissions.
  • Reconcile completed works against approved scopes, internal records, customer systems and work-in-progress reports, resolving discrepancies and protecting commercial entitlement.

Financial and contractual management

Project financial performance

  • Manage project budgets, committed and actual costs, revenue, gross margin and cost-to-complete forecasts, working closely with Operations and Finance.
  • Lead weekly and monthly work-in-progress and project financial reviews, explain variances and agree corrective actions with accountable owners.
  • Manage the commercial readiness of customer invoicing and claims, ensuring measures, approvals, purchase orders and supporting evidence are complete.
  • Identify and resolve revenue leakage, unapproved works, duplicate entries and cost overruns, and implement practical cost-saving measures.

Quotations contracts and final accounts

  • Manage estimating and the preparation, issue and tracking of quotations for additional, varied and out-of-scope works.
  • Manage commercial contract obligations, rate cards, variations and claims, ensuring contractual notices and supporting records are maintained within required timescales.
  • Lead commercial discussions with customers and resolve valuation, payment and scope queries, escalating disputes or commitments outside delegated authority.
  • Manage the preparation, negotiation and agreement of final accounts with customers, suppliers and subcontractors within delegated authority.
  • Manage commercial input to tenders and bids, including pricing, quantities, supplier costs, assumptions and commercial risks.

Procurement and supplier cost control

  • Manage supplier, subcontractor and plant cost comparisons, negotiate commercial terms within delegated authority and identify best-value options.
  • Manage subcontractor measures and valuations, and review supplier invoices against purchase orders, agreed rates and completed works before onward processing.
  • Oversee job code, purchase order and sales order administration, resolve unmatched invoices and order shortfalls, and maintain accurate procurement records.

Reporting systems and experience

Reporting and process improvement

  • Manage weekly and monthly commercial reporting and KPI dashboards, reviewing data quality and presenting project performance, risks and actions to management.
  • Oversee commercial systems, customer portals and document control, ensuring accurate records, version control and traceable supporting evidence.
  • Lead improvements to commercial processes, templates, trackers and reporting controls, and protect confidential commercial and personal information.

Skills and experience

  • Degree in Quantity Surveying.
  • Proven quantity surveying and commercial management experience in telecoms or utilities. Mobile telecoms experience is an advantage.
  • Experience taking ownership of budgets, forecasts, work-in-progress reviews, valuations, variations, claims and final accounts.
  • Strong estimating, procurement, contract administration, negotiation and commercial problem-solving skills.
  • Ability to oversee commercial administration, set priorities, review others’ work and coach colleagues.
  • Strong Microsoft Excel skills and experience using commercial management systems and customer portals to reconcile and report data.
  • Ability to work independently, meet deadlines and communicate effectively with senior management, Operations, Finance, customers and subcontractors.
  • Strong commercial judgement, numerical accuracy, attention to detail and a practical approach to improving processes.
