Job Overview

We are looking for an experienced Quantity Surveyor / Estimator to handle project costing, quantity take-offs, BOQ preparation, tendering, and commercial coordination for interior, commercial, office, and retail fit-out projects.

This role is ideal for candidates with strong estimating and cost management skills, good knowledge of the Philippine construction market, and hands-on experience with PlanSwift and MEPF costing.

Key Responsibilities

Cost Estimating & Quantity Take-Off

• Prepare preliminary cost estimates, feasibility studies, and cost plans for commercial office and retail fit-out projects.
• Perform digital quantity take-offs using PlanSwift from architectural, structural, and MEPF drawings.
• Prepare detailed and accurate Bills of Quantities (BOQ).
• Review project drawings and identify scope, quantities, and cost requirements.
• Work with designers and project teams to identify cost-effective materials and MEPF options without compromising the project requirements.
• Maintain and update construction material prices, labor rates, and subcontractor cost references in the Philippine market.

Procurement & Tendering

• Prepare tender documents and trade packages for fit-out, millwork, MEPF, and other specialty works.
• Source and coordinate with qualified contractors and suppliers.
• Review and compare quotations and tender submissions.
• Check for missing items, scope gaps, exclusions, and differences in supplier/contractor proposals.
• Prepare tender comparison reports and cost recommendations for management.
• Assist in negotiating prices, scope, and terms with contractors and suppliers.
• Prepare and finalize purchase orders, subcontracts, and other commercial documents.

Commercial & MEPF Cost Management

• Prepare cost estimates for MEPF works, including:

  • Mechanical / HVAC
  • Electrical
  • Plumbing / Sanitary
  • Fire Protection

• Review and verify progress billings and payment applications from contractors and suppliers.

• Monitor project costs against approved budgets.

• Evaluate and negotiate Variation Orders (VO), additional works, deductions, delays, and claims.

• Prepare monthly cost reports, cost forecasts, cash flow projections, and estimated final project costs.

Contract Administration & Project Closeout

• Assist in administering main contracts and subcontracts based on agreed contract terms and standard construction practices.
• Prepare and maintain documentation related to variations, claims, notices, and other commercial matters.
• Conduct site inspections with the project team to verify completed work and materials delivered or installed.
• Review and finalize accounts with contractors, subcontractors, suppliers, and clients.
• Assist in negotiating outstanding claims and final account settlements.
• Prepare final payment and other commercial documents required for project closeout.
• Monitor retention and defect liability requirements until final release.

Qualifications & Requirements

Education

• Bachelor's Degree in Civil Engineering or Architecture.
• Registered/Licensed Civil Engineer or Architect (PRC) is preferred.
• RICS or AIQS accreditation is an advantage but not required.

Experience

• Minimum 5 years of experience as a Quantity Surveyor, Estimator, Cost Engineer, or similar role.
• Proven experience in commercial office, corporate workplace, retail, or interior fit-out projects.
• Experience in estimating and managing MEPF costs within fit-out projects.
• Experience working with contractors, suppliers, and subcontractors is preferred.

Technical Skills

• Required: Hands-on experience and strong proficiency in PlanSwift for quantity take-offs and estimating.
• Strong knowledge of Philippine construction material prices, labor rates, and subcontractor costs.
• Proficient in Microsoft Excel, including cost calculations, reports, and cost monitoring.
• Proficient in AutoCAD.
• Good understanding of architectural, structural, and MEPF drawings.
• Familiarity with Philippine building codes, construction standards, and standard methods of measurement.
• Knowledge of construction contracts, subcontracting, variations, claims, and payment processes.

• Able to work independently and coordinate effectively with designers, project teams, contractors, and suppliers.

• Able to work under deadlines in a fast-paced construction and fit-out environment.
