About the role

PT.China State Construction Overseas Development Shanghai is seeking an experienced Quantity Surveyor Manager to join our growing team in Central Jakarta. This is a full-time position based in Jakarta, offering a pivotal opportunity to oversee quantity surveying operations and drive cost management excellence across our construction projects. As Quantity Surveyor Manager, you will provide strategic oversight and leadership, ensuring accurate cost estimation, budget control, and financial management throughout project lifecycles. This role is essential to maintaining our competitive edge in the construction industry and delivering exceptional value to our clients.

Key responsibilities

• Leading and managing a team of quantity surveyors and estimators to ensure accurate cost estimation and project budgeting
• Preparing detailed cost estimates, budgets and tender documents for construction projects of varying scales and complexity
• Conducting thorough analysis of project specifications, drawings and site conditions to develop realistic cost forecasts
• Managing and maintaining cost databases, historical data and industry benchmarks to inform estimation accuracy
• Monitoring project costs against budgets and identifying variances, implementing corrective actions as necessary
• Liaising with project managers, engineers and procurement teams to ensure cost alignment with project objectives
• Reviewing and negotiating contracts, change orders and claims to protect company interests and maximise profitability
• Providing mentorship, training and performance management to junior quantity surveying staff
• Preparing financial reports and presentations for senior management and clients
• Staying current with market trends, material costs and regulatory changes affecting construction estimating

What we're looking for

• Bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering or related discipline
• Minimum 8-10 years' professional experience in quantity surveying and cost estimation within construction projects
• Proven experience in a managerial or supervisory capacity, with demonstrated ability to lead and develop teams
• Strong proficiency with quantity surveying software and tools (such as CostOS, Candy, Estimator or similar platforms)
• Advanced knowledge of building materials, construction methods, labour costs and market pricing
• Excellent analytical and problem-solving skills with meticulous attention to detail
• Strong communication and interpersonal skills, with ability to present complex information clearly to diverse stakeholders
• Experience in tender preparation and competitive bidding processes
• Knowledge of contract management principles and experience with contract negotiation
• Familiarity with Indonesian construction industry standards and regulations is highly desirable
• Professional certification such as RICS qualification or equivalent recognised credential preferred
