About Elper Development

Elper Development is a real estate developer and design studio based in Ubud, Bali, building villa and resort projects to international standards. We are looking for a Quantity Surveyor (QS) / BOQ Specialist to own cost control on our projects.

What you will do

• Prepare complete BOQs and quantity take-offs from architectural, structural and MEP drawings (PDF/DWG), broken down by structure, architecture, MEP, indoor, outdoor and landscaping
• Build cost estimates for new scopes and design changes, with clear assumptions, exclusions and a delta table for every revision
• Review contractor and supplier quotations against Bali market prices, flag inflated items and propose counter-offer ranges
• Verify contractor progress claims against the BOQ and site progress before payment approval
• Propose value-engineering options and material alternatives with the same or better quality at a lower price
• Build and maintain our Bali material price database and supplier list, together with Procurement
• Coordinate with the Architecture, Structure and MEP teams on quantities, specs and drawing revisions

What we are looking for

• Minimum D3/S1 in Civil Engineering, Architecture, Quantity Surveying or similar
• 3+ years as QS / Estimator / BOQ staff, ideally on villas, hotels or residential buildings
• Strong in Excel and quantity take-off from AutoCAD drawings; experience with other QS software is a plus
• Good knowledge of Bali / Indonesian construction material and labour prices
• Able to read architectural, structural and MEP drawings
• Detail-oriented, number-driven, and comfortable challenging a contractor's figures
• Good English, written and spoken
• Based in Bali, or ready to relocate to the Ubud / Gianyar area

Tugas dan tanggung jawab

• Menyusun BOQ lengkap dan quantity take-off dari gambar arsitektur, struktur dan MEP (PDF/DWG), dibagi per struktur, arsitektur, MEP, interior, eksterior dan lansekap
• Membuat estimasi harga untuk lingkup pekerjaan baru dan perubahan desain, dengan asumsi, pengecualian dan tabel selisih yang jelas untuk setiap revisi
• Mereview penawaran kontraktor dan supplier dibandingkan harga pasar Bali, menandai item yang terlalu mahal dan mengusulkan rentang harga tawar
• Memverifikasi klaim progres kontraktor terhadap BOQ dan kondisi lapangan sebelum persetujuan pembayaran
• Mengusulkan value engineering dan alternatif material dengan kualitas sama atau lebih baik dengan harga lebih rendah
• Menyusun dan memperbarui database harga material Bali dan daftar supplier, bersama tim Procurement
• Berkoordinasi dengan tim Arsitektur, Struktur dan MEP terkait volume, spesifikasi dan revisi gambar

Kualifikasi

• Minimal D3/S1 Teknik Sipil, Arsitektur, Quantity Surveying atau sejenis
• Pengalaman minimal 3 tahun sebagai QS / Estimator / staf BOQ, diutamakan proyek villa, hotel atau hunian
• Menguasai Excel dan quantity take-off dari gambar AutoCAD; pengalaman software QS lain menjadi nilai tambah
• Memahami harga material dan upah konstruksi di Bali / Indonesia
• Mampu membaca gambar arsitektur, struktur dan MEP
• Teliti, kuat di angka, dan berani mengoreksi angka kontraktor
• Bahasa Inggris baik, lisan dan tulisan
• Berdomisili di Bali, atau bersedia pindah ke area Ubud / Gianyar
