1. ABOUT VIETTEL DOMINICANA

Viettel Dominicana is the newest mobile network operator entering the Dominican market. We are a subsidiary of Viettel Group, Vietnam's largest telecommunications and technology corporation, which today serves more than 110 million customers across markets in Asia, Africa, and the Americas.

We are currently in the build phase to launch commercial operations in near future. For a Recruiter, this is not a role that inherits a hiring pipeline. You will hire the team that builds and runs a national operator: the sourcing channels, the selection standards, the candidate experience, and the employer brand of a new company.

2. YOU WILL JOIN IN

Recruitment delivery

• Run full-cycle recruitment for assigned vacancies — intake with the hiring manager, job description, sourcing, screening, interview coordination, offer, and acceptance.
• Screen and assess candidates against agreed criteria — CV review, structured phone screens, and competency-based interviews in English and Spanish.
• Coordinate interview panels: schedule sessions, brief interviewers, consolidate feedback, and keep every candidate informed at each stage.
• Prepare offers and compensation proposals together with C&B, negotiate with candidates, and manage acceptance through to contract signature.
• Maintain the applicant tracking records, candidate database, and recruitment documentation so that every hiring decision is traceable and auditable.

Sourcing and employer brand

• Build direct-sourcing channels for the Dominican market and professional networks.
• Represent Viettel Dominicana at job fairs and campus events and on social channels, and develop the employer-brand content that introduces a new operator to Dominican candidates.

3. REQUIREMENT

• A bachelor's degree in Human Resources, Psychology, Business Administration, Communication, or a related field.
• A minimum of 1,5 years' full time experience in recruitment, in-house or agency, with clear ownership of full-cycle hiring.
• Hands-on experience across the full hiring life cycle — intake and role definition, direct sourcing, structured assessment, offer negotiation, and onboarding.
• Professional working proficiency in English is preferred.

Nice to Have

• Experience in telecommunications, technology, retail, or another high-growth sector.
• Experience staffing a greenfield or start-up operation — first-in-country hiring, high-volume or mass recruitment, or campus programmes.
