Regional Apprenticeship Developer (RAD)

Position Type: Full-TimeDepartment: Workforce Development / Business ServicesPosition Focus: Employer Engagement, Apprenticeship Development & Regional Workforce Partnerships

Position Summary

The Regional Apprenticeship Developer (RAD) is an employer- and program-development position focused on expanding apprenticeship opportunities and strengthening regional apprenticeship capacity.

The RAD works directly with employers to identify workforce needs, explore apprenticeship as a talent-development strategy, and develop and advance Registered Apprenticeship Programs (RAPs) and other apprenticeship opportunities. This position builds and maintains a regional employer pipeline, coordinates workforce and community partners, supports apprenticeship program development and implementation, and connects employers with the appropriate resources and services.

The RAD serves as a connector between employers, apprenticeship sponsors, workforce system partners, education and training providers, and other community organizations to help create sustainable career pathways and meet regional workforce needs.

Important Role Distinction

The Regional Apprenticeship Developer is not an individual apprentice case manager.

The RAD's responsibility is to build and advance apprenticeship opportunities—not to provide participant-level case management.

Individual apprentice services such as eligibility determination, enrollment in workforce programs, supportive services, individual funding decisions, and ongoing participant case management remain the responsibility of the appropriate program, funding source, apprenticeship sponsor, WorkOne function, or partner organization.

The RAD will coordinate with these partners to ensure employers, sponsors, apprentices, and workforce resources are appropriately connected; however, this coordination does not transfer primary participant case-management responsibilities to the RAD.

Essential ResponsibilitiesEmployer Engagement & Business Development

  • Build and maintain strong relationships with regional employers and industry partners.
  • Conduct employer outreach to identify current and emerging workforce needs.
  • Educate employers about the benefits and structure of apprenticeship programs.
  • Identify businesses and industries where apprenticeship may provide a solution to recruitment, retention, training, and career pathway challenges.
  • Develop and maintain a regional pipeline of employers interested in exploring or expanding apprenticeship opportunities.
  • Conduct employer meetings, presentations, site visits, and follow-up activities.
  • Serve as a primary point of contact for employers interested in developing apprenticeship opportunities.

Apprenticeship Development

  • Assess employer workforce needs and determine whether apprenticeship is an appropriate strategy.
  • Assist employers in exploring and developing Registered Apprenticeship Programs (RAPs).
  • Support employers and sponsors through the development and implementation process.
  • Help identify appropriate occupations, training models, related technical instruction, and work-based learning opportunities.
  • Connect employers with appropriate apprenticeship sponsors, education providers, training organizations, and workforce partners.
  • Support the expansion of existing apprenticeship programs and the development of new opportunities.
  • Help employers understand available workforce resources, incentives, and funding opportunities when applicable.

Regional Partnerships & Coordination

  • Develop collaborative relationships with WorkOne, workforce development organizations, educational institutions, apprenticeship sponsors, employers, industry associations, community organizations, and other partners.
  • Coordinate resources to support successful apprenticeship development and implementation.
  • Participate in regional workforce meetings, employer events, career fairs, industry meetings, and apprenticeship-related activities.
  • Identify gaps in regional apprenticeship services and help develop strategies to address those gaps.
  • Strengthen awareness and utilization of apprenticeship as a workforce development strategy throughout the region.

Apprentice & Partner Coordination

The RAD may assist with coordination between employers, sponsors, apprentices, and workforce partners; however, the position does not assume responsibility for individual apprentice case management.

The RAD will:

  • Connect employers and apprentices with the appropriate program or service provider.
  • Coordinate with partners regarding available workforce resources.
  • Help ensure employers understand where to direct participant-level questions and service needs.
  • Maintain communication with appropriate partners throughout apprenticeship development and implementation.

The RAD will not be responsible for:

  • Individual apprentice eligibility determinations.
  • Participant enrollment into workforce programs.
  • Individual funding determinations.
  • Determining or administering supportive services.
  • Ongoing participant case management.
  • Managing individual participant files unless specifically required as part of an assigned program-development function.

Documentation & Performance

  • Maintain accurate documentation of employer outreach, engagement, apprenticeship development activities, and partner coordination.
  • Maintain and update the regional employer apprenticeship pipeline.
  • Track employer contacts, opportunities, program development activities, and outcomes.
  • Complete required reports and documentation in accordance with organizational, program, and funding requirements.
  • Monitor progress of apprenticeship development activities and follow up with employers and partners as needed.
  • Maintain confidentiality and comply with applicable organizational and program requirements.

QualificationsRequired

  • Experience in workforce development, employer engagement, business services, human resources, education, training, apprenticeship, economic development, or a related field.
  • Strong understanding of employer workforce needs and talent development strategies.
  • Excellent communication, relationship-building, and presentation skills.
  • Ability to work independently while collaborating effectively with multiple partners.
  • Strong organizational and time-management skills.
  • Ability to manage multiple employer and apprenticeship development activities simultaneously.
  • Proficiency with Microsoft Office and other standard workplace technology.
  • Ability to travel throughout the assigned region as needed.

Preferred

  • Experience developing or supporting Registered Apprenticeship Programs.
  • Knowledge of work-based learning, career pathways, and industry-recognized credentials.
  • Experience working with employers and industry partners.
  • Knowledge of workforce development systems and programs.
  • Experience working with education and training providers.
  • Familiarity with WIOA and other workforce development resources.
  • Experience coordinating multi-agency or community partnerships.

Key Competencies

The successful candidate will demonstrate:

  • Employer Engagement: Ability to establish trust and develop long-term employer relationships.
  • Relationship Building: Ability to bring employers and community partners together around shared workforce goals.
  • Problem Solving: Ability to identify workforce challenges and develop practical apprenticeship-based solutions.
  • Communication: Ability to clearly explain apprenticeship concepts and workforce resources to employers and partners.
  • Coordination: Ability to connect multiple organizations and resources while maintaining clear roles and responsibilities.
  • Organization: Ability to maintain an active employer pipeline and accurate documentation.
  • Initiative: Ability to identify new apprenticeship opportunities and proactively engage employers.
  • Collaboration: Ability to work effectively across workforce, education, business, and community systems.

What Success Looks Like

Success in this position is demonstrated through the RAD's ability to:

  • Increase employer awareness and utilization of apprenticeship.
  • Identify and develop new apprenticeship opportunities based on regional employer needs.
  • Strengthen and expand existing apprenticeship programs.
  • Maintain a strong pipeline of employers interested in apprenticeship.
  • Build effective partnerships among employers, sponsors, education providers, and workforce organizations.
  • Help employers navigate the apprenticeship development process.
  • Connect apprentices and employers with the appropriate participant-level services and resources.
  • Increase regional capacity to develop and sustain quality apprenticeship opportunities.

Position Philosophy

The Regional Apprenticeship Developer builds the opportunity. The appropriate program or service partner supports the participant.

This distinction allows the RAD to remain focused on employer engagement, apprenticeship development, regional partnerships, and workforce strategy while ensuring that individual apprentices receive case management and participant services from the organization or program responsible for those functions.
