Overview

The Easthampton Housing Authority seeks an ambitious, organized, and team-oriented Resident Services Coordinator (RSC) to promote programs and services that enhance residents’ quality of life and help build healthy communities. Working cooperatively with management, the RSC plans, develops, implements, evaluates, and oversees health and wellness, social, educational, recreational, community-building, resident-empowerment, and economic self-sufficiency initiatives for residents of elderly, disabled, and family housing.

The RSC coordinates community resources, provides case management and referrals, assists residents who are having difficulty meeting lease obligations, and supports the quiet enjoyment of the property for all tenants. This public-facing position requires excellent oral and written communication skills, sound independent judgment, flexibility, respect for confidential information, and the ability to work effectively with a diverse socioeconomic population.

Essential Duties and Responsibilities

· Plan, manage, and provide resident services to Easthampton Housing Authority tenants under the direction of the Executive Director.

· Welcome new residents, maintain contact with existing residents, explain the RSC program, and conduct move-in and annual assessments to identify individual and community needs and interests.

· Develop and maintain networks and referral partnerships with social, clinical, human-service, and community agencies.

· Provide case management, assessments, referrals, monitoring, and follow-up for needs including housekeeping, hoarding behaviors, household budgeting, economic self-sufficiency, transportation, and lease compliance.

· Develop individualized action plans with resident goals and methods for monitoring progress; refer residents for mental health or other specialized services when appropriate.

· Support residents in meeting lease obligations, caring properly for their units, and maintaining community expectations and the quiet enjoyment of the property.

· Provide limited crisis management, coordinate with external agencies as needed, and submit written follow-up to the Executive Director.

· Mediate tenant disputes using problem-solving, conflict-resolution, and written agreements when appropriate.

· Develop, coordinate, implement, monitor, and evaluate social, educational, health and wellness, recreational, resident-relations, and community-building programs for elderly, disabled, and family housing residents.

· Facilitate resident meetings and assist the Easthampton Tenant Organization with program planning and internal communications.

· Establish and maintain collaborative relationships with the Easthampton Police Department, Council on Aging, other city departments, and local service providers.

· Monitor on-site programs delivered by outside agencies and help ensure compliance with service agreements.

· Prepare and distribute a monthly resident newsletter and other written materials, including meeting notices, surveys, resident notices, and informational handouts.

· Track program outcomes and submit required reports, including demographics, referrals, case-management and activity logs, program descriptions, residents served, success stories, and activity photographs.

· Identify, pursue, acquire, and track grants that support EHA resident programming.

· Attend pertinent meetings, seminars, conferences, workshops, monthly RSC meetings, the annual NERSC conference, and other housing or resident-services training.

· Work on-site with regular attendance and perform other related duties as required or requested by the Executive Director.

Qualifications

· Bachelor’s degree in social work, psychology, human services, or a related field plus at least one year of experience working with people from diverse socioeconomic backgrounds; or at least three years of documented successful experience in community development, community organizing, service coordination, or equivalent work.

· Certification or demonstrated experience providing service coordination; tenant-services coordination experience is helpful.

· Experience working with low-income individuals and families and knowledge of the daily realities they face.

· Knowledge of community organizations, social-service systems, case-management practices, program planning and evaluation, and crisis-management techniques.

· Knowledge of Massachusetts public housing programs, Fair Housing requirements, 760 CMR, EOHLC regulations, and local board policies is preferred.

· Knowledge of Easthampton programs and resources is strongly preferred.

· Strong verbal, written, interpersonal, interviewing, mediation, and presentation skills.

· Ability to work independently in a fast-paced environment, manage multiple priorities, exercise sound judgment, and handle confidential information.

· Computer and technology proficiency; program-evaluation and grant-acquisition experience preferred.

· Valid driver’s license and reliable transportation required.
