Resources Manager

📍 Tokyo, Japan (Hybrid)

Key Responsibilities

• Act as the main point of contact for contingent workforce programs and client stakeholders.
• Build strong relationships with internal and external partners and lead regular business reviews.
• Manage supplier performance, workforce governance, and program operations.
• Drive the effective use of VMS platforms, including requisition management, onboarding, timesheets, invoicing, reporting, and analytics.
• Develop and maintain SOPs, operational processes, and program documentation.
• Partner closely with HR, Procurement, Operations, and suppliers to deliver successful workforce outcomes.
• Ensure compliance with Japanese Haken regulations, Dispatch requirements, and the Japan Freelance Act.
• Monitor workforce metrics, reporting, program performance, and continuous improvement initiatives.
• Resolve operational issues and support key stakeholder escalations.
• Contribute to strategic workforce projects and program expansion across Japan and APAC.

• Experience working in multinational or regional environments with multiple stakeholders.

Language Requirements

• Japanese: JLPT N2 or above (N1 preferred)
• Business-level English

Preferred Experience

• Managing large-scale contingent workforce programs.
• Supporting APAC or global workforce initiatives.
• Experience within multinational organizations or complex matrix environments.
• Workforce transformation, outsourcing, or supplier management programs.
• Exposure to Procurement, HR, Talent Acquisition, or Workforce Management functions.
