RFP / Bid Manager - Digital Learning / Pre-Sales & Solutioning

Job Summary

• We are looking for an experienced RFP / Bid Manager with strong knowledge of digital learning and eLearning to manage end-to-end proposal and bid activities.
• The role involves understanding client requirements, developing the right digital learning solution, preparing proposals, estimating effort and cost, coordinating with internal teams, and supporting client presentations and bid defense discussions.
• This is primarily a pre-sales, solutioning and bid management role. It is not a software development or eLearning course-authoring production role.
• The ideal candidate should be able to understand the technical and delivery aspects of digital learning, translate requirements into a practical solution, prepare accurate estimates and commercials, and communicate the solution clearly to clients.

Key Responsibilities

• Analyze RFPs, RFIs and RFQs to understand client requirements, scope, deliverables, evaluation criteria and compliance requirements.
• Own the complete bid/proposal lifecycle, from initial RFP analysis through final submission.
• Prepare technical proposals, executive summaries, solution approaches, methodologies, implementation plans and compliance matrices.
• Develop digital learning solution approaches using technologies such as Articulate Storyline, Articulate Rise, Adobe Captivate, Lectora, ePub3, SCORM, xAPI and cmi5.
• Develop solution approaches for digital accessibility, including WCAG 2.1/2.2, Section 508 and EN 301 549.
• Understand accessibility audits, VPAT/ACR requirements and accessibility testing approaches.
• Understand tools such as WAVE, axe, PAC, NVDA and JAWS.
• Identify opportunities to use AI, Generative AI, LLMs, automation and AI-assisted localization to improve productivity, quality and delivery efficiency.
• Prepare detailed Level of Effort (LOE), Work Breakdown Structure (WBS), resource plans, effort estimates and costing models.
• Develop pricing models, commercial proposals and different pricing scenarios.
• Use Microsoft Excel to create estimation models, bid calculators and pricing scenarios.
• Use basic Python, VBA/Macros or Google Apps Script to automate repetitive bid and estimation activities where appropriate.
• Create professional PowerPoint presentations for client meetings, solution presentations and bid defense sessions.
• Participate in client discovery calls, clarification meetings, solution discussions, presentations and bid defense sessions.
• Coordinate with technology, learning, accessibility, project management and other internal teams to ensure proposals are accurate and complete.
• Manage bid timelines, actions and dependencies using Smartsheet or similar bid/project management tools.
• Ensure proposals meet submission deadlines, client requirements and internal quality standards.

Required Skills & Experience

• 5+ years of experience in RFP Management, Bid Management, Proposal Management, Pre-Sales or Solutioning.
• Experience working on eLearning, digital learning, EdTech, digital content or educational technology projects.
• Strong understanding of the digital learning/eLearning ecosystem.
• Experience in preparing technical proposals, solution approaches, methodologies and compliance responses.
• Experience with LOE estimation, WBS, resource planning, costing, pricing and commercial proposals.
• Strong Microsoft Excel skills, including complex estimation and pricing models.
• Strong PowerPoint skills and ability to present technical solutions clearly.
• Excellent written and verbal communication skills.
• Comfortable interacting with clients and senior stakeholders.

• Experience with Smartsheet.

• Experience using AI/GenAI/LLMs in eLearning, digital learning or content development.
• Understanding of LMS integrations, LTI, REST APIs or related technologies.
• Experience working with educational publishers, corporate learning organizations or large-scale digital learning programs.

Education

• Bachelor's or Master's degree in:
• Engineering / Computer Science / Information Technology / Software Engineering / MCA / Information Systems / Related Technical Field
