What they need

Job Summary We are seeking an experienced and strategic leader to serve as the central point of accountability for cross-program risk management, program health monitoring, and performance governance across a multi-year portfolio of transformational capital technology initiatives. Supporting operational business units including Distribution, Transmission, Gas, Energy Supply, Nuclear, and Commercial Operations, this individual will own the identification, assessment, escalation, and mitigation of program-level and cross-program risks while establishing a consistent metrics and KPI framework to evaluate schedule, cost, quality, and delivery performance. This role partners closely with program leaders, TPMO leadership, business sponsors, IT stakeholders, and executive forums to deliver transparent insights into program health, forecast emerging risks, and proactively drive corrective actions that ensure disciplined execution against approved plans, milestones, and commitments.

Responsibilities

  • Own and drive cross-program risk management, including risk identification, scoring, escalation, and mitigation planning across a multi-year transformational portfolio
  • Lead facilitation of cross-program risk forums and performance governance discussions with program and executive leadership
  • Establish, maintain, and continuously improve a centralized metrics and KPI framework to evaluate schedule, cost, quality, and delivery health across programs
  • Analyze program metrics and KPIs to identify trends, forecast potential impacts, and recommend data-driven mitigation and recovery actions
  • Partner with program teams to develop, track, and execute risk mitigation and recovery plans, ensuring accountability and follow-through
  • Maintain and enhance centralized dashboards and reporting tools to provide real-time program health visibility to stakeholders
  • Prepare concise, executive-ready summaries highlighting key risks, performance issues, and critical decision points
  • Support integrated planning activities by reviewing milestones, dependencies, and schedule health across programs
  • Oversee multiple delivery project teams, supporting on-schedule and on-budget delivery to approved scope
  • Define controls to effectively manage program activities and delivery expectations
  • Contribute to portfolio budget performance against the approved capital plan
  • Coordinate projects and the interdependencies between workstreams, aligning deliverables across the program
  • Manage stakeholders involved in projects and the broader program, ensuring alignment and transparency
  • Drive alignment with enterprise risk, governance, and compliance requirements

Skills

  • Proven expertise in program- or portfolio-level risk management, including risk identification, scoring, escalation, and mitigation planning
  • Strong proficiency in defining and managing program performance metrics and KPIs across schedule, cost, quality, and delivery health dimensions
  • Demonstrated ability to synthesize complex program data into clear, compelling executive-level insights and dashboards
  • Experience facilitating governance forums, risk reviews, and performance discussions with senior and executive-level leaders
  • Proficiency with program management, reporting, and collaboration tools to support data-driven decision-making
  • Strong knowledge of budgeting, resource allocation, and accrual-based accounting
  • Experience with both Agile and Waterfall delivery methodologies
  • Proven vendor management experience including RFP processes, SOW creation, financial controls, and driving vendors to meet date and budget commitments
  • Strong leadership presence with the ability to influence across programs and leadership levels without direct authority
  • Excellent communication skills including executive-level storytelling and the ability to translate complex data into actionable narratives
  • Analytical and problem-solving mindset with a bias toward proactive risk identification and mitigation
  • Ability to navigate ambiguity and competing priorities in a fast-paced, dynamic environment
  • Collaborative, resilient, and solutions-oriented approach to driving outcomes across cross-functional teams

Experience

  • 7–10 years of experience in program management, portfolio management, risk management, or program performance leadership
  • Minimum 10 years of project management experience with large and complex projects, including management of projects with budgets of $10M or greater
  • Demonstrated success supporting large, complex, multi-year transformational initiatives
  • Proven experience leading large-scale software implementations across multiple workstreams including requirements, design, implementation, testing, deployment, and stabilization
  • Experience working with executive stakeholders and formal governance structures
  • Proven experience managing projects with a large number of impacted users (at least 200) and overseeing associated change management activities
  • Experience within large enterprises, regulated environments, or transformational change programs preferred
  • Utility industry experience preferred

Qualifications

  • PMP, PgMP, or equivalent program management certification preferred
  • Certifications in risk management frameworks (e.g., PMI-RMP) are a plus
