Risk Control Tester

As a non-corporate Commonwealth entity, the Department is required to comply with the Commonwealth Fraud and Corruption Control Framework 2024 (the Framework) consistent with requirements under the PGPA Act. Under the Framework, the Department must take all reasonable steps to prevent, detect and manage fraud and corruption risks. An effective fraud and corruption control program reduces the Department’s exposure to fraud and corruption risks.

The testing of fraud and corruption risk control effectiveness must conducted in line with the ISPFF Fraud Control Testing Framework. In terms of timing, this is
recommended to occur immediately following the completion of a fraud and corruption risk assessment. The contractor is expected to have expert knowledge of, and expertise in, fraud and corruption control in a Commonwealth context.

The specialist skills required of the service provider includes but is not limited to the following:

• Technical expertise in the field of risk testing, assessment and management, understanding and communicating risk types (operational, financial, strategic and compliance)
• Adept in analysing large data sets, identifying patterns, trends and potential risks to be able to make informed decisions and provide valuable insights
• Working collaboratively with, and relying on, a network of other specialists to problem-solve and deliver more efficiently.
• Maintaining relevant professional certifications, up to date with best practices, industry trends and regulatory changes, staying dynamic and adaptable and focused on the one task at hand.
