DISTINGUISHING CHARACTERISTICS

The Road Maintenance Operations Manager is the senior field and administrative leadership position within PVGID’s road maintenance program. The incumbent exercises independent judgment in managing day-to-day operations and reports directly to the PVGID Board of Directors. This position is designated Safety Sensitive due to the operation of commercial motor vehicles and heavy equipment requiring a Commercial Driver’s License (CDL), and is subject to DOT/FMCSA drug and alcohol testing requirements.

ESSENTIAL FUNCTIONS

Performance of these functions is the reason the job exists. Assigned job tasks and duties are not limited to the essential functions listed below.

· Plan, schedule, and supervise daily road maintenance operations including grading, patching, drainage maintenance, and vegetation control across the District’s road network.

· Operate and oversee the safe operation of heavy equipment including motor graders, loaders, dump trucks, and other road maintenance equipment; perform and direct preventative maintenance and minor repairs on equipment.

· Supervise, train, and evaluate field personnel; assign work, monitor performance, and address personnel issues in accordance with District policies.

· Coordinate and oversee contractors and vendors performing road maintenance, construction, or related work; review work for compliance with contract specifications and quality standards.

· Establish and maintain traffic control measures during maintenance operations; ensure work zones comply with applicable safety standards.

· Assist in preparing and monitoring the road maintenance budget; track expenditures, manage materials inventory, and recommend capital purchases to the Board.

· Inspect roadway surfaces, drainage structures, culverts, shoulders, and rights-of-way to identify maintenance needs; prioritize and schedule corrective work.

· Respond to public inquiries and complaints regarding road conditions; communicate with residents and other agencies in a professional and responsive manner.

· Prepare and maintain records, work orders, maintenance logs, and reports related to road maintenance activities; present operational updates to the Board as requested.

· Respond to emergency call-outs outside of normal working hours as required to address road hazards, flooding, or other urgent conditions.
