What they need

CTA Training Specialists is seeking an experienced RTO Compliance & Contracts Manager to lead our compliance, quality assurance and government contract management functions.

This is a senior, hands-on role requiring strong experience across RTO compliance, government-funded training, Skills Assure Supplier (SAS) requirements and contract management. Experience with Trades Recognition Australia (TRA) or other Commonwealth Government contracts will be highly regarded.

Working closely with the Executive and operational teams, you will ensure regulatory and contractual requirements are understood, implemented and consistently maintained across the business.

Key Responsibilities

  • Lead CTA's RTO compliance and quality assurance framework.
  • Maintain ongoing audit readiness across training, assessment and student administration.
  • Conduct internal audits, compliance reviews and risk assessments.
  • Oversee Queensland Government-funded training and SAS compliance.
  • Review training, assessment, RPL and supporting evidence against applicable requirements.
  • Manage compliance obligations across government and commercial contracts.
  • Monitor contractual KPIs, milestones, deliverables, evidence and reporting deadlines.
  • Provide compliance oversight of CTA's Trades Recognition Australia (TRA) programs.
  • Maintain compliance, contract and risk registers.
  • Lead corrective actions and continuous improvement initiatives.
  • Prepare for and support regulatory, departmental and contractual audits.
  • Monitor changes to regulatory, funding and contractual requirements and ensure these are implemented operationally.
  • Provide practical compliance advice to Executive, managers, trainers, assessors and administration teams.

About You

We are looking for an experienced compliance professional who can interpret complex requirements and translate them into practical processes.

You will be methodical, highly organised and exceptionally detail-focused, with the confidence to identify compliance risks and work with teams to implement effective solutions.

Essential Experience

  • Significant experience in an RTO compliance, quality or contract management role.
  • Strong knowledge of the Australian VET regulatory environment.
  • Demonstrated experience with government-funded training contracts.
  • Experience conducting internal audits and preparing for external audits.
  • Strong understanding of training, assessment and evidence requirements.
  • Experience managing contractual KPIs, deliverables and reporting obligations.
  • Strong written communication and report-writing skills.
  • Exceptional attention to detail and ability to manage competing compliance priorities.

Highly Desirable

Experience with:

  • Queensland Skills Assure Supplier (SAS) requirements
  • Queensland Government funded training contracts and audits
  • Trades Recognition Australia (TRA)
  • Commonwealth Government contracts
  • RPL and assessment evidence requirements
  • Government contract reporting and acquittals.

About CTA

CTA Training Specialists is an established Registered Training Organisation delivering vocational education and training across government-funded, commercial and industry-based programs, as well as Commonwealth contracted assessment services.

As our government and contractual portfolio continues to grow, we are strengthening our compliance capability to support quality delivery and sustainable growth.

The Opportunity

This is not simply a file-checking compliance position. We are looking for someone who can understand the requirement, identify the risk, develop the solution and ensure it is implemented.

You will work closely with senior management and have genuine ownership of CTA's compliance and contract management framework.

To apply, please submit your resume and a cover letter outlining your experience with RTO compliance, government-funded training, contract management and audit preparation.
