Role Description The Saudi HSE Manager for High Rise Mixed Use Development is a full-time, on-site role based in Riyadh. This role is responsible for developing, implementing, and monitoring health, safety, and environmental (HSE) policies and procedures across the project site, ensuring compliance with Saudi regulations and company standards. Day-to-day tasks include conducting site inspections and risk assessments, leading toolbox talks, coordinating safety meetings, and overseeing incident and accident reporting and investigations. The HSE Manager will design and deliver training programs for workers and subcontractors, promote a strong safety culture, and ensure that safety plans are integrated into construction methodologies and work permits. The role also involves close collaboration with project management, engineering, and subcontractor teams to address HSE issues, manage audits, and implement corrective and preventive actions.

Qualifications

• Strong expertise in Health & Safety and Occupational Health, with the ability to establish and enforce HSE policies on high-rise and mixed-use construction projects.
• Proficiency in Environment Health and Safety (EHS) management, including developing environmental protection measures and ensuring compliance with relevant Saudi regulations and standards.
• Experience in Accident Investigation, including root-cause analysis, reporting, and implementation of corrective and preventive actions.
• Capability to design and deliver Training programs on HSE topics for diverse site personnel and subcontractors, ensuring clear communication and practical understanding.
• Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field; relevant professional certifications (e.g., NEBOSH, IOSH, OSHA) are highly desirable.
• Proven experience as an HSE Manager or similar role on large-scale construction projects, preferably high-rise or mixed-use developments in Saudi Arabia or the GCC.
• Thorough knowledge of Saudi labor laws, HSE regulations, and international best practices in construction safety.
• Strong leadership, communication, and stakeholder management skills, with the ability to influence safe behaviors and coordinate across multidisciplinary teams.
• Ability to work on-site in Riyadh, conduct regular field inspections, and respond quickly to emerging HSE issues.
