Security Policy and Risk Analyst

The Hong Kong Jockey Club Founded in 1884, The Hong Kong Jockey Club (“the Club”) is a world-class racing club that acts continuously for the betterment of our society. The Club has a unique integrated business model, comprising racing and racecourse entertainment, a membership club, responsible sports wagering and lottery, and charities and community contribution. Through this model, the Club generates economic and social value for the community and supports the HKSAR Government in combatting illegal gambling.

The Division The Security, Integrity and Information Security (“SIIS") Division is responsible for the preservation of integrity by combatting criminality and corruption risks that can threaten horse racing, betting, and membership at the Club. The maintenance of a secure environment and integrity is key to our business. Not only is it important to ensure horse racing in Hong Kong is fair, it is also of paramount importance to the Club that there is governance and fair opportunities in all bet-placements. The department consists of Integrity & Financial Crime Risk, Racing Security & Integrity Assurance, Corporate Security, Enterprise Risk Management, and Information Security Risk & Assurance functions.

Job Summary The job holder is responsible for performing security and pandemic risk assessments, monitoring open source information, and producing focussed intelligence analysis to support the continuance of Club operations. He / She will, as secondary role - with support - conduct security surveys, and policy, standard, and process improvement reviews for the Club's corporate locations including race courses, corporate offices, off course betting branches, clubhouses, riding schools, telebet centers, etc. to ensure adequate safety and security measures are in place to protect the Club's assets, staff and customers.

The Job

• Risk Assessment

• Conduct comprehensive security and safety risk assessments for the club's infrastructure and events.

• Identify potential vulnerabilities and threats and recommend effective mitigation measures. Collaborate with relevant stakeholders to implement risk mitigation strategies.

• Threat Monitoring and Analysis

• Monitor and analyze upcoming social event threats that may impact the club's operations, staff, and customers.

• Provide timely reports and insights on potential risks and their potential consequences.

• Physical Security Policy & Operating Procedures

• Compose, review and update of Security Standards, Standard Operating Procedures, checklists, action cards, templates, etc.

• Vendor Performance & Contract Management

• Prepare vendor performance reports and conduct periodic reviews to ensure the quality of services provided by contractors.

• Coordinate with stakeholders to initiate contract renewals and tender processes in compliance with procurement and finance requirements.

• Incident Management Crisis Management (IMCM) program

• Support in managing the Club’s Incident Management Crisis Management (IMCM) program.

• Security Awareness

• Assist in planning and organizing security awareness promotional events and training programs.

• Develop educational materials and resources to enhance security awareness among staff.

• Others

• Perform other ad-hoc duties and projects assigned by Managers.

About You

• A bachelor degree in any discipline or other tertiary education. Fresh graduates are welcome.
• Candidates with an educational background in AI will be an advantage.
• Strong analysis and reporting skills.
• Computer literate and proficient in Microsoft Office applications (e.g. Words, Excel, and PowerPoint).
• Proficiency in both written and spoken English and Cantonese.
• Ability to handle complex information under time pressure.
• High integrity to handle sensitive information.
• Work independently but also a good team player.
