About CTC:
CTC Technology & Energy is one of the nation’s preeminent communications and IT engineering consulting firms serving public sector and nonprofit clients throughout the US.
We are a woman-owned, mission-driven enterprise, committed to meeting the needs of state, local, and Tribal governments through superb and rigorous engineering, business, strategic, and other consulting services. For more than 40 years, we have helped the public sector meet telecommunications and broadband needs and build the communications infrastructure to support communities and governments in the broadband age.
All CTC staff work remotely within the United States, using online video and other tools for constant collaboration, coordination, and collegiality. Our remote work environment allows our employees to work from US locations of their choice and has proven to be highly effective, productive, and appreciated.
CTC values human intelligence and engagement, not the artificial imitation of the moment.
To build our growing team, we seek a highly motivated and skilled Senior Analyst (Grants). The Senior Analyst (Grants) plays a critical role in CTC’s success by contributing subject matter expertise and consulting support to CTC’s engagements. Reporting to the Vice President, Grants, you will: work closely with a cross-functional team of CTC experts to deliver consulting services; advise on grants, monitoring, and compliance topics; support the monitoring and oversight of grant programs, including the evaluation of payment requests and review of financial and programmatic compliance documentation; ensure the high-quality delivery of our work; and promote client satisfaction, while contributing to the successful implementation of broadband grant programs.
The following factors matter to us:
- You must be passionate about our mission and excited to work with a committed team of dynamic professionals that help state, local, and Tribal government meet the technology, business, and policy needs of the broadband age.
- You must be highly accountable and demonstrate ownership of your work product and service delivery throughout the life of our engagements.
- You are a strong communicator that treats your clients and coworkers with respect and kindness and understands the importance of mentoring and professional development.
- You are flexible, highly motivated, collegial, and excited to learn.
- You are comfortable working on multiple concurrent projects and collaborating with teams in a dynamic, fast-paced environment.
This job is ideal for someone who is:
- A Leader – you are an active team member with the judgment to understand when you should support your colleagues and when you must step forward to lead a task or activity.
- Flexible – you can adapt to changing scenarios and new information, revising your plan of action accordingly and developing thoughtful recommendations that fit the circumstances.
- Accountable – you take pride in your work, perform rigorous analysis, and deliver recommendations based on standards and evidence, sometimes within tight timeframes and with limited direction.
- Curious – you are excited to learn new things and actively contribute in a problem-solving environment.
The Senior Analyst (Grants) is responsible for the following tasks:
- Work closely with cross-functional CTC and client teams to support grant program implementation and execution
- Participate in frequent meetings with clients, taking the lead on topics associated with the programmatic and financial aspects of grant program management, monitoring, oversight, and administration
- Assist in CTC’s management of client and grantee relationships, by: serving as a point of contact for grants-related issues throughout our engagements; building trust and mutual respect; ensuring CTC preparation, responsiveness and on-time delivery; promoting Quality Assurance / Quality Control in all deliverables and work product; and manage the delivery of tasks, timelines, and scope while keeping the CTC team on the same page
- Manage a variety of programmatic and financial interactions with grantees, using Standard Operating Procedures (SOPs) and templates agreed between CTC and its clients, on topics that include:
* Budget, scope, or other modification requests
* Grant oversight and monitoring activities like desk reviews, site visits, and field inspections
* Programmatic and financial reporting

- Conduct grant-related research where needed, appropriately citing program and administrative requirements that support any resulting conclusions and recommendations
- Support requests for clarification, explanation, and technical assistance from clients, grantees, and other CTC staff members
- Provide a positive impact to CTC beyond the scope of the engagement by contributing to our collective knowledge and supporting efforts to define, document, and improve our workflows, frameworks, SOPs, and internal communications
- Leverage or develop CTC tools for time management, project management, and task tracking to ensure that tasks are documented, work is assigned, tasks are completed, and client-specific deadlines are satisfied

The Company
CTC is an established 40-year-old, woman-owned consulting firm that’s in the midst of experiencing massive growth as clients large and small seek our help to guide them through this seminal moment in the history of broadband deployment where Congress has appropriated tens of billions of dollars to deploy broadband and connect low-income households to the modern economy.
CTC delivers best-in-class business and engineering consulting services to state and local governments, federal government agencies, and nonprofit partners. We help research, design, implement, and manage the most innovative broadband policies and programs in the country. Our approach is mission-driven as we’re true believers in the power of broadband and technology to transform communities and improve lives. We’re not here to just stack up billable hours; rather, we do this work because we know that the more connected our nation is the stronger it is. And the more connected people are the more opportunities they’ll have to better their lives. That’s why we’re always willing to go the extra mile for our clients - because our job is to help them fulfill their mission.
This attitude has been the lynchpin of CTC’s success. We have grown over the years into one of the most respected voices in broadband policies, engineering, and advocacy. We never compromise on the quality of the services we deliver, and we always work to do the right thing. As a result, state broadband offices and local governments across the country entrust us with their mission critical work.
