SENIOR CAPITAL PROJECTS MANAGER

Wellborn Special Utility District is seeking an experienced construction and project management professional to serve as the District’s owner-side representative for major water infrastructure projects.

The position’s immediate primary assignment will be management and oversight of an approximately $84 million water supply improvement project consisting of three major construction contracts currently underway and scheduled for completion by October 2027.

Reporting directly to the General Manager, the Senior Capital Projects Manager will represent the District in day-to-day coordination with contractors, consulting engineers, inspectors, the Texas Water Development Board (TWDB), District personnel, and other project participants.

This is a hands-on position combining field construction oversight with project management and contract administration. Key responsibilities include:

· Monitoring construction progress, quality, cost, and schedule;

· Reviewing contractor pay applications, quantities, change orders, schedules, and potential claims;

· Maintaining an independent understanding of project costs and projected final expenditures;

· Identifying issues that could affect project cost, quality, schedule, or the District’s interests;

· Coordinating outstanding engineering and construction issues;

· Monitoring TWDB requirements and project documentation;

· Maintaining project controls and providing concise management reporting; and

· Serving as the District’s eyes and ears in the field while maintaining an independent owner’s perspective.

The successful candidate should have substantial experience with heavy civil, utility, water/wastewater, public works, industrial, or similar infrastructure construction and be comfortable independently representing an owner’s interests on complex construction projects.

A bachelor’s degree in construction management, engineering, construction science, or a related field is preferred; however, substantial directly relevant construction and project management experience may substitute for formal education.

Experience with public water infrastructure, major construction projects, owner representation, and TWDB-funded projects is highly desirable. PE, PMP, CCM, or similar credentials are preferred but not required.

This position requires regular presence at active construction sites in the College Station/Brazos County area.

Salary: $85,000–$115,000 annually, depending on qualifications and experience, plus the District’s employee benefits package.

Position: Full-time, salaried exempt.
