Senior Contract Officer

Reporting to the Superintendent – Contracts, the Senior Contract Officer leads end-to-end contract/service sourcing, negotiation, execution, oversight, and contractor management for LXML. This role ensures optimal value, quality, compliance, and risk control for all goods, works, and services, in line with laws, regulations, and LXML policies.

Key Responsibilities:

• Identify, screen and onboard reliable suppliers and contractors that meet the company's technical, commercial, HSE and other relevant requirements.
• Prepare, issue and manage the whole process of requests for proposals (RFPs), requests for quotations (RFQs), tenders and bid evaluations in accordance with the company's procurement management standards.
• Evaluate submitted proposals against a comprehensive set of criteria, including but not limited to pricing, product/service quality, delivery lead times, technical capability, industry track record, regulatory compliance and risk profile.
• Lead commercial negotiations with selected partners on core contract terms including pricing, payment terms, delivery schedules, performance standards, warranty terms, liquidated damages and liability allocation.
• Conduct full-cycle contractor management according to LXML’s existing CMS framework, including but not limited to pre-award and post-award processes.
• Timely identify, coordinate and resolve various contractual disputes, delivery delays, product/service defects, non-conformance and related claims during or after the contract execution period.
• Establish and maintain accurate, complete and standardized contract records, including contract files, official correspondence, invoice verification and payment status tracking.
• Participate in the formulation and improvement of the company's procurement and contract management policies, procedures and internal control systems, and promote their effective implementation.
• Conduct in-depth market intelligence collection and cost benchmarking analysis to identify opportunities for cost reduction, quality improvement and business innovation for the company.
• Align contract management with project or work delivery needs, ensure that contract terms match project or work schedules, scope requirements and key milestones, and provide professional contract support.
• Collaborate closely within the company with various teams such as legal, commercial, finance, technical and project management to ensure overall contract compliance and comprehensive risk mitigation.

Experience, Skills and Qualifications:

• Bachelor’s degree or higher in Law, Commercial Management, Supply Chain Management, Project Management, Business Administration or other related legal/commercial/PM fields.
• Minimum 5 years of progressive and practical experience in contract management, commercial management or procurement work.
• Mandatory working background in mining, large-scale infrastructure, construction or heavy industry ; familiar with the characteristics and operational norms of contract management in the above industries.
• Thorough and systematic understanding of contract lifecycle management, tendering and bidding processes, commercial term setting, risk allocation principles and claim handling mechanisms.
• Have direct and rich experience in contractor management and works/services contract operation and management ; proficient in the whole process of contractor selection, performance management and risk control. Candidates with project support and project contract management experience will be given priority consideration.
• Fluent in English (both written and spoken) , which can be used as the official working language; able to independently lead professional and persuasive commercial negotiations and complete all English contract documentation.
• Strong analytical thinking, problem-solving and decision-making abilities, with a rigorous work attitude and high attention to details.
• Proficient in using Microsoft Office (Word, Excel, PowerPoint, Outlook) and professional contract/procurement management software systems.
• Professional certification in contract management, commercial management, Project management or supply chain management issued by a recognized industry association or institution is highly desirable.
