Senior Data Architecture / Database Engineering Specialist

Position Summary

Certified Technical Experts, Inc. (CTE) is seeking an experienced Senior Data Architecture / Database Engineering Specialist to design, engineer, optimize, and support data architecture and database services for mission-critical Federal public health applications. This role provides technical leadership for relational data models, database performance, migration, ETL, data quality, and data modernization while supporting secure and reliable application delivery.

Key Responsibilities

• Design and maintain logical and physical data models, database schemas, data standards, and data-access patterns.

• Administer, optimize, and troubleshoot relational databases supporting high-value application workloads.

• Develop and review SQL, stored procedures, ETL processes, migration scripts, and database deployment changes.

• Support data conversion, reconciliation, validation, and migration activities.

• Collaborate with application, integration, analytics, DevSecOps, and security teams on data design and performance.

• Identify and resolve database performance, integrity, availability, and scalability issues.

• Support backup, recovery, high availability, change management, and release readiness for database components.

• Promote repeatable database DevOps, versioning, and automated deployment practices.

• Document data architecture, models, mappings, migration rules, and operational procedures.

• Provide technical guidance on data modernization and long-term maintainability.

Required Qualifications

• 8+ years of data architecture, database engineering, data migration, or related enterprise data experience.

• Strong experience with Microsoft SQL Server and PostgreSQL or comparable relational database platforms.

• Experience with data modeling, SQL optimization, ETL, migration, reconciliation, and data-quality practices.

• Experience supporting large transactional applications and complex schemas.

• Knowledge of database security, backup/recovery, high availability, and performance tuning.

• Experience working with application development, integration, and DevSecOps teams.

• Ability to troubleshoot complex data and database issues across environments.

• Strong technical documentation and communication skills.

Education

Required: Bachelor's degree in Computer Science, Information Systems, Data Engineering, Engineering, or a related field.

Preferred: Master's degree or advanced study in data architecture, database engineering, or a related discipline.

Target Certifications

• Microsoft Azure or AWS data certification

• Microsoft SQL certification or comparable database credential

Equivalent or advanced certifications may be considered where appropriate based on the candidate’s experience and the needs of the position.

Preferred Experience

• Federal health IT or public health data experience.

• Experience supporting NBS or comparable data-intensive applications.

• Experience with Snowflake or cloud data platforms.

• Experience with Liquibase or database change automation.

• Experience with large-scale data migration and reconciliation.

Work Authorization and Federal Suitability

• Must be legally authorized to work in the United States.

• Must be able to successfully complete the applicable Government background investigation.

• Must be eligible to obtain and maintain required Federal credentials and information-system access.

• Must comply with applicable Federal security, privacy, confidentiality, and acceptable-use requirements.

Pay: $124,000.00 - $156,000.00 per year
