Position: Senior Executive, HSE

Company’s background: Solid Product Terminal at the Pengerang Integrated Complex

Status: 12 Months Contract Under PERSOL Workforce Solutions Malaysia Sdn Bhd

Work location: Pengerang Integrated Complex (PIC), Johor

Working days: Monday to Friday

Working hours: 8.00am – 5.30pm

Salary: RM5,000 – RM8,000

Allowance: Travelling RM300

Benefits: Medical Insurance

Entitlement: EPF, SOCSO & EIS, Annual Leave and Public Holiday based on client, other leaves entitlement based on Employment Act.

Key Responsibilities:

1. Health & Safety Management

• Implement and monitor HSE policies, procedures, and programs in compliance with company standards and statutory requirements.
• Conduct routine workplace inspections, safety audits, and risk assessments to identify hazards and recommend mitigation measures.
• Ensure compliance with OSHA regulations, DOSH requirements, and other applicable local regulations.
• Investigate incidents, accidents, near misses, and unsafe acts or conditions, and prepare detailed investigation reports.
• Monitor and track corrective and preventive actions to ensure timely closure.

2. Terminal Operations Safety

• Support operational activities including tank farm operations, marine loading/unloading, pipeline transfers, maintenance works, and contractor activities.
• Review Job Safety Analysis (JSA), Risk Assessments (RA), Permit-to-Work (PTW), and Method Statements.
• Participate in SIMOPS (Simultaneous Operations) planning and risk reviews.
• Ensure safe execution of confined space, hot work, lifting, and work-at-height activities.

3. Environmental Compliance

• Monitor environmental performance and compliance with environmental regulations and permit requirements.
• Manage environmental monitoring programs, waste management activities, and pollution prevention initiatives.
• Support environmental reporting and sustainability programs.

4. Emergency Response & Preparedness

• Coordinate emergency response drills and exercises.
• Support maintenance and inspection of emergency response equipment.
• Act as an Emergency Response Team (ERT) member when required.
• Assist in updating emergency response plans and procedures.

5. HSE Training & Awareness

• Conduct HSE induction programs for employees, contractors, and visitors.
• Organize toolbox talks, safety briefings, and awareness campaigns.
• Promote behavioral safety initiatives and a positive safety culture throughout the terminal.

6. Compliance, Audit & Reporting

• Support internal and external HSE audits.
• Maintain accurate HSE records, reports, permits, licenses, and statutory documentation.
• Prepare monthly HSE performance reports and management presentations.
• Liaise with regulatory authorities, auditors, clients, and stakeholders when required.

Requirements:

1. Diploma or Bachelor's Degree in Occupational Safety & Health (OSH) or an equivalent qualification.
2. Bachelor's Degree in Engineering or a related discipline is an added advantage.
3. Certified Safety & Health Officer (SHO) accredited by NIOSH.
4. Possess relevant competencies and certifications in Safety, Health & Environment (SHE).
5. Certified Environmental Professional in Scheduled Waste Management (CePSWaM).
6. Minimum of seven (7) years of relevant working experience in Health, Safety & Environment (HSE) functions.
7. Strong knowledge of occupational safety, health, environmental regulations, and industry best practices.
8. Excellent analytical, communication, and stakeholder management skills.
9. Ability to work independently and collaboratively in a fast-paced environment.
