This is a hands-on senior role that partners closely with the PMO, Subcontracts, Billing, and HHS COR.
KEY RESPONSIBILITIES
- Build, maintain, and update the programlevel financial model — budget, EAC, ETC, and monthly variance analysis — for the HHS/ORR UAC PMO contract.

- Prepare monthly financial deliverables to HHS/ORR (financial status reports, funding drawdown, burnrate analysis, projections).
- Serve as the program's Microsoft Dynamics 365 finance subjectmatter expert: design reports, validate GL/project data, and drive monthend close activities for the contract.
- Support pricing and cost proposals for contract modifications, ECPs, and optionyear exercises in coordination with Subcontracts and the PMO.
- Partner with the Billing Analyst on unbilled aging, cash forecasting, and revenue recognition in accordance with ASC 606.
- Analyze subcontractor cost performance and flag risks and opportunities to the Program Manager.
- Support annual Incurred Cost Submission (ICS), provisional billing rate development, and DCAA/HHS audit inquiries.
- Develop and enforce internal financial controls, desktop procedures, and reporting cadences consistent with CPMC's PMO governance model.
REQUIRED QUALIFICATIONS
- U.S. Citizenship (required for HHS background investigation).
- Ability to obtain and maintain an HHS Public Trust background investigation.
- Bachelor's degree in Finance, Accounting, Economics, or a related field; MBA or MSF preferred.
- Minimum 7 years of federal government contract financial analysis experience, including direct HHS (ACF/ORR, CMS, HRSA, or similar) exposure.
- Demonstrated expertlevel experience with Microsoft Dynamics 365 (Finance & Operations or Business Central) — reporting, project accounting, and GL reconciliation.
- Strong command of FAR Part 31, CAS, and costreimbursable / T&M contract finance.
- Advanced Excel and financial modeling skills; experience with Power BI is strongly preferred.
PREFERRED QUALIFICATIONS
- CPA, CGFM, CDFM, or PMP certification.
- Prior EVM (Earned Value Management) experience on a federal program.
- Experience supporting an HHS/ORR or immigrationrelated PMO.
