Senior Planning Engineer

Assignment Purpose

Provide strategic leadership and oversight for the planning and scheduling function of the Infrarose Airport Project. The Consultant will be responsible for the development, maintenance, and control of the integrated master programme across all workstreams, ensuring on-time project delivery while maintaining strict compliance with contractual, client, and statutory requirements.

Scope of Services & Key Deliverables

• Baseline Programme Establishment: Develop, optimize, and secure formal stakeholder approval for the contractual baseline programme in Primavera P6, encompassing design, procurement, construction, and commissioning schedules.
• Interface & Workstream Integration: Ensure rigorous schedule integration and logic cross-linking across airside, landside, terminal, MEP, and systems packages.
• Stakeholder Coordination: Chair weekly and monthly schedule review, progress, and alignment meetings with the client, contractors, and project stakeholders.
• Critical Path Management: Direct advanced critical path analysis and formulate proactive schedule mitigation and acceleration strategies.
• Risk & Scenario Modeling: Coordinate quantitative schedule risk analysis (QSRA) and deliver scenario-planning models to identify and bypass potential bottlenecks.
• Claims & Forensic Advisory: Support the evaluation and preparation of Extension of Time (EoT) claims through forensic schedule and delay analysis.
• Capacity Building & Quality Assurance: Mentor and provide technical oversight to the multi-national project controls team to ensure uniform adherence to global project controls standards.
• EVM Alignment: Synchronize schedule outputs with commercial progress and cost data to facilitate accurate Earned Value Management (EVM) reporting.

Consultant Requirements & Expert Profile

• Academic Background: Bachelor’s degree in Engineering, Construction Management, or a highly relevant technical discipline.
• Professional Experience: 12 to 15 years of demonstrable experience in project planning and scheduling. This must include a minimum of 6 years in a leadership or management capacity on mega infrastructure projects (with a strong preference for major airport developments).
• Technical Systems Expertise: Advanced mastery of Primavera P6 within enterprise or cloud environments, alongside expert-level proficiency in schedule risk software (e.g., Acumen Risk, Pertmaster).
• Contractual Knowledge: A proven track record of managing and controlling complex, multi-package delivery schedules under FIDIC forms of contract.
• Soft Skills: Exceptional leadership capabilities, cross-functional team coordination, and executive-level stakeholder communication skills.
• Geographical Track Record: Direct experience delivering international infrastructure projects in Africa or similarly complex logistics environments is highly desirable.

• Reporting Compliance: Accuracy, technical integrity, and timely submission of master programme updates and project controls reports.
• Milestone Adherence: Percentage of critical project and contractual milestones achieved against the approved schedule.
• Mitigation ROI: Quantifiable effectiveness and success rate of implemented schedule recovery and mitigation actions.
• Schedule health: Maintenance of acceptable SPI metrics (SPI ≥ 1.0) and optimal critical path stability across all major work packages.
