Senior Procurement Engineer (UAE Infra Exp)

About the Opportunity

Alghanim International is looking for an experienced Senior Procurement Engineer to join our UAE operations.

We are seeking a Civil Engineering professional with strong, hands-on experience in procuring materials and subcontract packages for major UAE infrastructure projects, including roads, bridges, drainage, utilities and other civil works.

The successful candidate must be capable of independently managing procurement activities, from technical evaluation and supplier selection to commercial negotiation and award recommendations.

Key Responsibilities

• Manage end-to-end procurement of infrastructure materials, civil works and subcontract packages.
• Review BOQs, IFC drawings, technical specifications and project requirements.
• Prepare RFQs, evaluate supplier quotations and develop technical and commercial comparisons.
• Identify, evaluate and negotiate with UAE infrastructure suppliers and subcontractors.
• Handle procurement packages for roads, bridges, drainage, sewerage, utilities, earthworks and associated civil works.
• Negotiate pricing, payment terms, delivery schedules and contractual conditions.
• Prepare procurement recommendations, Letters of Award (LOAs) and Purchase Orders (POs).
• Coordinate with Engineering, QS, Planning, Commercial and Project teams.
• Monitor material approvals, procurement schedules and delivery commitments.
• Maintain procurement records, supplier evaluations and cost-control documentation.

Mandatory Requirements

• Bachelor's Degree in Civil Engineering (mandatory).
• Minimum 8 years of total professional experience.
• Minimum 5 years of direct procurement experience on UAE infrastructure construction projects.
• Proven procurement experience in roads, bridges, utilities, drainage, sewerage or related infrastructure works.
• Strong knowledge of BOQs, engineering drawings, specifications, RFQs and bid evaluations.
• Demonstrated ability to independently manage supplier negotiations and subcontract procurement.
• Strong knowledge of UAE construction-material suppliers, infrastructure subcontractors and procurement practices.
• Excellent negotiation, coordination and communication skills.

Preferred Qualifications

• Experience in major UAE infrastructure projects involving RTA, DEWA, ADM or DMT requirements.
• Familiarity with SAP, Oracle or similar ERP systems.
• CIPS certification or equivalent procurement-related professional development.
