Program Management Lead

Caduceus is seeking a Program Management Lead to support the U.S. Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP) Headquarters Intelligence Division (INTEL). The contract provides program management and technical support for Open-Source Intelligence (OSINT) and Strategic Collaboration Group (SCG) initiatives. The effort supports USBP INTEL in the acquisition, implementation, sustainment, assessment, integration, governance, and use of intelligence and advanced technology capabilities. The work includes program management, technology pilot support, requirements analysis, systems engineering, acquisition support, training, compliance, privacy, records management, and AI governance.

Place of Performance: Contractor facility and CBP facilities, including support to USBP Headquarters in Washington, DC. The solicitation does not specify a mandatory daily onsite schedule for the Program Management Lead. The candidate should, however, be available to support onsite requirements at CBP/USBP Headquarters as required by the Government.

Minimum Requirements

• Minimum 8 years of program/project management experience
• Minimum 3 years leading Federal programs
• Demonstrated experience managing multidisciplinary teams supporting complex analytical or technical efforts
• Experience supporting DHS/CBP, law enforcement, intelligence programs, or similar environments
• Ability to obtain and maintain required CBP/DHS security eligibility
• PMP or equivalent program/project management certification is highly preferred
• Ability to obtain and maintain the required CBP/DHS security clearance.

Duties & Responsibilities

• Provide overall contract management and strategic oversight for the task order.
• Serve as the primary contractor interface with the Government COR/PO.
• Ensure contract activities remain aligned with USBP Intelligence Division objectives, schedules, priorities, and budget.
• Lead the planning, execution, monitoring, and coordination of all contract tasks.
• Manage project schedules, risks, communications, performance, and quality.
• Coordinate with Government stakeholders regarding priorities, performance metrics, deliverables, and reporting.
• Oversee contractor staffing, personnel assignments, workload distribution, and performance.
• Coordinate multidisciplinary technical, analytical, compliance, and administrative resources.
• Identify and manage program risks and support timely resolution of performance issues.
• Ensure compliance with contract requirements, DHS/CBP policies, and applicable laws and regulations.
