Senior Program Manager

About the Role

We are seeking an experienced Senior Program Manager to lead and strengthen the implementation of a development impact framework through strategic program management, operational support, capacity building, and evidence-based decision-making. The role will work closely with internal teams and key stakeholders to drive monitoring, evaluation, research, and learning initiatives that enhance program effectiveness and organizational impact.

Key Responsibilities

Information Systems and Framework Implementation

• Lead the establishment and continuous improvement of information systems supporting the development impact framework.
• Ensure systems effectively support planning, implementation, monitoring, and learning initiatives.
• Drive initiatives that promote the use of evidence and data in decision-making and adaptive management.

Capacity Building

• Design and deliver training programs on development impact methodologies, data collection systems, and evidence-based management practices.
• Build the capacity of stakeholders in applying monitoring, evaluation, and learning approaches.

Operations Support and Advisory

• Provide technical guidance and advisory support throughout project design, implementation, and evaluation stages.
• Collaborate with internal teams to strengthen project effectiveness and outcomes.
• Coordinate support for diagnostic studies and strategic planning initiatives.

Analytics, Research, and Evaluation

• Lead impact evaluations and rapid assessment studies to support organizational learning and continuous improvement.
• Conduct operational research and analytics to identify insights and best practices.
• Develop knowledge products, reports, and briefings that inform program and project decisions.

Evidence Portal Development

• Plan and coordinate activities required to establish a centralized evidence management platform.
• Facilitate internal review and approval processes.
• Support the development of systems that improve access to evidence and promote evidence-informed project design.

Qualifications

• Bachelor's degree in a relevant field.
• Minimum of 7 years of relevant experience in program management, project management, monitoring and evaluation, research, analytics, or related areas.
• Experience supporting complex programs, multi-stakeholder initiatives, or organizational improvement projects is an advantage.
• Strong communication and stakeholder management skills.
• Excellent analytical, problem-solving, and critical-thinking abilities.
• Ability to manage multiple priorities in a fast-paced environment.
• Strong organizational and coordination skills.
• Adaptability and flexibility in responding to evolving priorities and business needs.

Work Arrangement

• Based in Manila, Philippines.
• Work arrangement will follow the requirements of the assigned team, including any onsite, hybrid, or remote work arrangements as directed by management.
• The consultant must comply with any changes to reporting arrangements communicated during the engagement.

Work Schedule: Monday to Friday 8:00 AM to 5:00 PM (Manila Time).

Pay: Php600.00 - Php1,200.00 per hour

Expected hours: 40.0 per week

Work Location: Hybrid remote in Pasig
