Role Summary:

We are looking for Senior Program Manager - Public Sector Transformation to support a large-scale enterprise technology transformation within a complex international organization.

The role focuses on coordinating business and technology stakeholders, managing migration dependencies and risks, and ensuring the successful transition of collaboration, workplace and business application environments without disrupting ongoing operations.

The ideal candidate combines strong experience in large-scale public-sector technology programs , expertise in financial programming, public procurement or grant management , and hands-on experience with scaled Agile methodologies such as SAFe or LeSS .

This is a highly collaborative role requiring strong stakeholder management skills, the ability to translate complex technical risks into clear business decisions, and experience working in international and multicultural environments .

What You Will Do:

• Coordinate and align stakeholders across multiple business and technology areas to support shared transformation and migration objectives.
• Act as a bridge between business stakeholders, technology teams and central program leadership.
• Coordinate migration activities across different business domains, ensuring that dependencies, risks and operational constraints are properly addressed.
• Assess complex dependencies between legacy systems, business processes, databases, applications, collaboration environments and custom integrations.
• Support the definition of migration approaches, timelines and priorities while taking business continuity requirements into account.
• Identify potential risks, assess their business impact and develop appropriate mitigation strategies.
• Prepare and communicate clear recommendations, risks, dependencies and decision points to senior stakeholders and steering committees.
• Support the planning and execution of technology and application migrations with minimal disruption to business operations.
• Coordinate with technical and business teams to ensure that migration activities are aligned with broader program objectives.
• Facilitate collaboration across geographically dispersed and multicultural teams.
• Apply scaled Agile principles and practices to support delivery across multiple teams and workstreams.
• Contribute to governance, reporting, planning and overall program coordination.
• Support continuous improvement of migration and transformation processes throughout the program lifecycle.

Requirements:

Must-have:

• Documented experience delivering large-scale IT systems or transformation programs for the public sector.
• Documented experience related to financial programming, public procurement, grant management or closely related public-sector processes.
• Practical experience working with scaled Agile methodologies , such as SAFe or LeSS .
• Experience working within an international organization and/or large multinational environment.
• Proven experience coordinating complex technology programs, transformation initiatives or large-scale migrations.
• Strong experience in stakeholder management across business and technology functions.
• Experience managing complex dependencies, risks, trade-offs and mitigation strategies.
• Ability to translate complex technical and operational topics into clear business impacts and recommendations for senior stakeholders.
• Experience working with geographically dispersed and multicultural teams.
• Strong understanding of business continuity requirements in large-scale technology transformations.
• Excellent communication and coordination skills.
• English at B2/C1 level or higher.
