Job Title

Senior Project Manager (Contingent on Award)

Job Setting

Remote with required onsite attendance for key program activities

Position Summary

ASI seeks a Senior Project Manager to support the County of San Diego Assessor/Recorder/County Clerk (ARCC) in delivering its Assessor Enterprise Modernization Program. The program prioritizes replacement of the legacy property assessment system and includes related application modernization, data center exit, cloud migration, and business transformation initiatives.

The Senior Project Manager serves as ARCC's lead project management resource and provides independent advice to County leadership. This individual coordinates County departments, business stakeholders, technical teams, consultants, and implementation vendors; manages interdependent workstreams; and guides implementation readiness while maintaining continuity of critical Assessor operations. The selected individual personally performs the principal services and represents the County's interests independently of implementation vendors.

Key Responsibilities (Consolidated)

  • Lead planning and coordination of the Property Assessment System Replacement Project and related enterprise modernization initiatives.
  • Develop and maintain project charters, integrated management plans, and an Integrated Master Schedule covering milestones, resources, dependencies, and County and vendor workstreams.
  • Assess existing governance, schedules, resources, contracts, risks, and documentation; deliver an initial program assessment and mobilization plan within 60 calendar days of commencement.
  • Establish governance and escalation processes, facilitate executive steering committee meetings, and track decisions, action owners, deadlines, and follow-up activities.
  • Independently assess vendor performance against contractual commitments, deliverables, and milestones; identify delivery concerns and recommend corrective actions.
  • Monitor budgets, expenditures, forecasts to completion, and the financial effects of scope or schedule changes in coordination with ARCC Financial Planning.
  • Coordinate requirements, system integration, data migration and conversion, testing, cutover, go-live readiness, and post-production stabilization.
  • Coordinate application and infrastructure transitions to cloud platforms, including disaster recovery planning and continuity of critical business services.
  • Coordinate organizational change management, stakeholder communications, training, and business and operational readiness.
  • Prepare weekly status reports, monthly executive reports, dashboards, readiness assessments, decision papers, and leadership briefings.
  • Maintain risk, issue, decision, and dependency logs; promptly escalate material concerns and provide objective recommendations, including when assessments differ from vendor reporting.
  • Support procurement and contract implementation, review vendor invoices and deliverables, and recommend acceptance or payment. County officials retain expenditure approval, system access authorization, and personnel authority.
  • Apply appropriate Project Management Institute standards and Agile, Waterfall, or hybrid delivery methods; coordinate compliance with County cybersecurity, procurement, and regulatory requirements.
  • Mentor designated County staff and transfer governance practices, tools, documentation, lessons learned, and institutional knowledge to support sustainable operations.
  • Maintain project records in Microsoft 365 and County-approved collaboration tools; use County-owned equipment and County-managed networks unless the County authorizes an exception in writing.
  • Perform other responsibilities supporting the program as assigned.

Required Skills and Qualifications

Candidates must demonstrate all seven mandatory experience requirements below.

  • At least 10 years of progressively responsible professional project and/or management experience, including at least 5 years working in a local government environment. Federal government or other regulated-sector experience does not substitute for the 5 years of local government experience.
  • At least 5 years leading large-scale, complex enterprise technology implementation or modernization projects with budgets of $10 million or more. Qualifying experience may be in the public or private sector. The budget may cover an individual project or a single integrated enterprise modernization program with unified governance and an Integrated Master Schedule.
  • Lead project or management experience on at least 3 enterprise system implementations through implementation, deployment or go-live, and/or post-production stabilization.
  • Experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.
  • Experience managing scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.
  • Experience with multiple major implementation activities, such as requirements management, system integration, data migration or conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.
  • Experience managing projects in public-sector, government, highly regulated, or similarly complex organizational environments.

Additional position requirements include:

  • Ability to provide independent assessments, communicate clearly with executives, and maintain productive relationships across County and vendor teams.
  • Availability during County business hours in Pacific Time, onsite participation in San Diego for key activities, and after-hours support during cutover and stabilization as needed.
  • Authorization to work in the United States and ability to satisfy applicable County background screening, confidentiality, and system access requirements.

Preferred Qualifications

  • Experience with Computer Assisted Mass Appraisal (CAMA), property assessment, property tax administration, land records, permitting, or comparable government enterprise systems.
  • Project Management Professional (PMP), Program Management Professional (PgMP), Agile, Scrum, Prosci change management, or other relevant professional credentials.
  • Experience advising executive sponsors, steering committees, and governing bodies and managing public procurement, fiscal accountability, and continuity of public services.
  • Experience coordinating legacy system replacement, data center exits, cloud migrations, and transition to ongoing operations.

Application Requirements

Submit a current resume and concise examples demonstrating the mandatory requirements. Identify local government clients and employment or engagement dates; qualifying project or program budgets and duration; your personal leadership role; implementation phases managed; vendors and stakeholders coordinated; and measurable outcomes. The examples must establish experience on at least three enterprise system implementations. Candidates selected for consideration must be available for a County interview.

Location
