Position Overview
We are seeking an experienced Senior Data Developer to develop, enhance, and maintain the database layer supporting the Maryland Pension Administration System (MPAS). The ideal candidate will have extensive hands-on experience with Microsoft SQL Server and T-SQL development, including stored procedures, functions, views, triggers, database schema design, and data modeling.
Working under the direction of the Agency's Systems Development Unit, the Senior Data Developer will collaborate with application developers to implement database business logic, enhance existing database functionality, optimize SQL code, and support application integrations. This role focuses on database development rather than database administration (DBA), requiring strong technical expertise, analytical skills, and a commitment to delivering secure, reliable, and high-performing database solutions.
Candidates must have at least eight years of T-SQL development experience and five or more years of pension administration system experience.
Key Responsibilities
- Design, develop, test, and maintain SQL Server stored procedures, functions, views, and triggers that implement MPAS business logic.
- Develop and enhance existing database code to support new application features, business requirements, and system improvements.
- Collaborate with application developers to design, implement, and evolve database schemas and relational data models.
- Create and maintain database migration scripts, schema updates, and data conversion routines to support application enhancements and releases.
- Analyze SQL Server execution plans and optimize queries, indexes, stored procedures, and other database objects to improve performance.
- Troubleshoot database issues, debug code, investigate root causes, and implement effective defect resolutions.
- Conduct unit, integration, and system testing to validate database functionality, data integrity, and application compatibility.
- Participate in code reviews and follow established database development standards, coding conventions, and best practices.
- Collaborate with application development teams to ensure efficient database access and proper integration between application code and SQL Server objects.
- Develop and maintain technical documentation covering database structures, business logic, data models, code changes, and migration procedures.
- Identify opportunities to improve database performance, maintainability, reliability, and development efficiency.
- Support ongoing maintenance and enhancement of MPAS database functionality in accordance with business and technical requirements.
- Follow all applicable Agency and State software development policies, standards, and guidance.
Required Qualifications
- 8+ years of hands-on T-SQL development experience, including stored procedures, functions, views, and triggers.
- Strong experience with Microsoft SQL Server 2016 or later.
- Proven experience designing and maintaining relational database schemas and data models.
- At least 5 years of pension administration system experience.
- Experience developing and maintaining database business logic to support enterprise applications.
- Ability to collaborate with application developers on schema design, database changes, and data conversion requirements.
- Experience debugging database code, resolving defects, and enhancing existing database functionality.
- Strong analytical, troubleshooting, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to work independently and collaborate effectively with cross-functional technical teams.
Preferred Qualifications
- Experience analyzing SQL Server execution plans and performing query and index tuning.
- Familiarity with SQL Server Integration Services (SSIS) and SQL Server Reporting Services (SSRS).
- Experience with database source control, schema versioning, and migration tools such as Flyway or Redgate.
- Familiarity with Azure DevOps and GitHub for source control, collaboration, and development workflows.
- Experience working in Agile software development environments.
- Prior experience supporting the State of Maryland or working on Maryland state government technology initiatives.
