What they need
Cobalt is partnering with an established commercial property owner to appoint a Senior Technical Services Manager for a major new commercial office development in London, spanning over 700,000 sq ft.
This newly created position presents an opportunity to take technical leadership of a substantial commercial asset through its initial mobilisation and into full operational management. As the first individual appointed to the role, the successful candidate will be responsible for establishing the building's technical services function, implementing engineering standards and ensuring the development is operationally ready for occupation.
Working closely with senior property management stakeholders, the individual will oversee the building's mechanical and electrical infrastructure, engineering teams, compliance and contractor performance. The role offers significant involvement in shaping the long-term technical strategy of a major commercial development, with a particular focus on building performance, sustainability and operational efficiency.
KEY RESPONSIBILITIES:
- Lead the technical mobilisation of a major commercial office development, establishing engineering operations, maintenance strategies and service delivery standards.
- Oversee all mechanical and electrical services, building infrastructure and technical contracts, ensuring operational reliability and performance.
- Coordinate the commissioning and operational readiness of key building systems, including HVAC commissioning and reviewing systems against design intent.
- Manage and develop the on-site technical services team, establishing clear responsibilities, performance objectives and appropriate engineering coverage.
- Oversee engineering contractors and specialist service partners, ensuring maintenance programmes, contractual obligations and service standards are achieved.
- Maintain statutory compliance across all technical infrastructure, including PPMs, inspections, risk assessments and remedial works.
- Manage engineering budgets, contract expenditure and long-term asset replacement strategies, ensuring effective financial control.
- Monitor energy consumption and building performance, identifying opportunities to improve efficiency and support NABERS UK and BREEAM objectives.
- Oversee technical procurement, engineering specifications and service contracts, identifying opportunities for operational and commercial improvements.
- Manage technical projects, permit-to-work procedures, plant shutdowns and occupier fit-out activities, minimising disruption to building operations.
- Ensure the effective operation and maintenance of electronic security systems and associated infrastructure.
- Maintain regular communication with occupiers, property management teams and senior stakeholders, providing technical reporting and updates on operational performance.
The successful candidate will have substantial technical services or engineering management experience within large-scale commercial office assets, with a proven track record of managing complex mechanical and electrical infrastructure.
Previous experience of mobilising major commercial developments is essential, including commissioning oversight, establishing operational procedures and transitioning buildings into occupation.
Applicants will demonstrate experience in managing engineering teams, specialist contractors, statutory compliance and technical budgets, supported by strong commercial awareness and an understanding of building energy performance. An IOSH or NEBOSH qualification is essential, while knowledge of NABERS UK, BREEAM and occupier fit-out projects will also be important.
This opportunity will suit an established Senior Technical Services Manager with the experience to take ownership of a major commercial asset and establish its technical management function from the outset.
