About RochesterWorks

RochesterWorks is a local One-Stop career center and nonprofit member of the American Job Center Network that provides employment and training services throughout Monroe County. Consider joining our collaborative team of committed and welcoming staff, in an environment that supports diversity, equity, inclusion, and accessibility.

Role Description

The Shared Volunteer Program Coordinator is a coalition-based role, serving a collaborative network of nonprofit partner agencies. The Coordinator’s primary focus is connecting Able-Bodied Adults Without Dependents (ABAWDs) to volunteer opportunities that help satisfy Supplemental Nutrition Assistance Program (SNAP) and Medicaid work participation requirements while also building practical skills, employment readiness, and community connection. This position serves as the central point of contact between ABAWD participants and partner agencies, ensuring placements are meaningful, well-matched, and properly documented.

Responsibilities

Participant intake & volunteer matching

· Conduct intake conversations with ABAWD participants to understand their interests, availability, skills, employment goals, and any barriers to participation.

· Administer and process a shared volunteer application used across all coalition partner agencies.

· Match participants to volunteer positions that satisfy SNAP & Medicaid work requirements while aligning with their personal goals and strengths.

· Educate participants on SNAP and Medicaid ABAWD work requirement rules, eligible volunteer activities, and required participation hours.

· Follow up with participants post-placement to assess engagement, address barriers, and support continued participation.

SNAP compliance & documentation

· Maintain accurate records of participant placements, volunteer hours, and participation status to support SNAP and Medicaid compliance reporting.

· Coordinate with partner agencies to collect and verify timely documentation of volunteer hours.

· Stay current on federal and state SNAP and Medicaid ABAWD regulations, work requirement exemptions, and any waivers applicable to the service area.

· Collaborate with case managers, benefits navigators, or social services staff as needed to ensure participants are properly supported.

Employment readiness & skills development

· Identify volunteer placements that offer skill-building relevant to participants’ employment goals.

· Connect participants to additional workforce development resources, job training programs, or employment services where appropriate.

· Work with agency partners to develop or expand volunteer roles that offer structured skill development pathways.

Agency relations & network development

· Build and maintain active relationships with nonprofit partner agencies across the coalition.

· Develop deep familiarity with each agency’s mission, culture, volunteer roles, and capacity — enabling strong, informed matches.

· Recruit new agencies to join the coalition, expanding the breadth and variety of available volunteer opportunities.

· Coordinate with agencies to keep shared opportunity listings and application materials current and accurate.

Systems & administration

· Utilize shared application systems for both participants and partner agencies, ensuring data integrity and accessibility.

· Track placement outcomes, participation rates, and network growth metrics for reporting to the lead organization and funders.

· Identify and recommend improvements to matching processes, documentation tools, and inter-agency communication.

Qualifications

· Three (3) years of relevant experience with a bachelor’s degree in social work, human services, public administration, nonprofit management, or a related field, or an equivalent combination of education and experience.

· Previous experience in volunteer coordination, case management, social services, workforce development, or a closely related field.

· Familiarity with ABAWD work requirements and public benefits programs.

· Strong communication and interpersonal skills with the ability to engage respectfully and effectively with individuals facing economic barriers.

· Organizational ability to manage multiple participant cases, agency relationships, and documentation requirements simultaneously.

· Comfort with data entry and shared digital platforms; attention to detail in recordkeeping.

· Knowledge of the local nonprofit and social services landscape and experience navigating or explaining public benefits systems to clients is preferred.

· Bilingual or multilingual communication skills are a plus.

· Reliable transportation to travel to different sites within Monroe County is required.

· Acts in a manner which suppors and embraces RochesterWorks' vision to integrate diversity, equity, inclusion and accessibility into the day-to-day operations of the organization.

· Lived experience is valued.
