Prior supervisory, leadership, or program coordination experience is strongly preferred. Strong leadership, communication, documentation, organizational, interpersonal, problem-solving, and decision-making skills are required.

Position Summary

The Shelter Coordinator provides day-to-day leadership and operational oversight for Safe Passage’s residential shelter program serving survivors of domestic violence and their children. The Coordinator ensures safe, confidential, trauma-informed, survivor-centered services; dependable 24/7 staffing; consistent application of shelter policies and procedures; accurate documentation and data; and a safe, orderly, welcoming residential environment.

The Shelter Coordinator supervises shelter staff, supports crisis response and direct services when needed, coordinates with internal programs and community partners, monitors facility and resident-service needs, and promotes a professional, respectful, culturally responsive environment. The position requires flexibility and availability to respond to shelter operational needs, including evenings, nights, weekends, and holidays when necessary.

Essential Duties and Responsibilities

1. Shelter Operations and Safety

  • Coordinate daily shelter operations and ensure services are delivered consistently with Safe Passage policies, confidentiality requirements, ethical standards, and trauma-informed, survivor-centered practices.
  • Maintain a safe, clean, orderly, and welcoming shelter environment; ensure routine safety and security checks are completed and promptly address or report facility, maintenance, supply, food, linen, and household needs.
  • Ensure shelter security procedures are followed, including confidentiality of shelter location and resident information, visitor and access procedures, alarm and key protocols, emergency procedures, and documentation of safety concerns.
  • Monitor shelter capacity, resident needs, program activities, and operational issues and communicate significant concerns to the Operations Director or appropriate agency leadership.

2. Staff Supervision, Scheduling, and Development

  • Develop and maintain shelter employee schedules to ensure appropriate 24/7 coverage and optimum staffing effectiveness. Monitor call-outs, vacancies, shift changes, overtime, and coverage needs and respond promptly to staffing gaps.
  • Supervise assigned shelter employees and provide program orientation, training, coaching, effective direction, feedback, and performance evaluation using objective, clear criteria. Communicate work standards, expectations, progress, and relevant information in a timely manner; coordinate employees toward common program goals and promote teamwork, accountability, professional boundaries, and staff wellness.
  • Participate in interviewing, selection, onboarding, training, and performance management processes in collaboration with Human Resources and agency leadership.
  • Arrange ongoing staff development and cross-training and ensure employees understand current policies, procedures, documentation standards, service expectations, and required annual training.

3. Crisis Intervention and Resident Services

  • Provide or coordinate crisis intervention, advocacy, safety planning, intake and orientation, referrals, resident education, groups, transportation or accompaniment, and other appropriate direct services.
  • Provide direct advocacy, resident support, and other shelter coverage when adequate staffing is not available or when needed to maintain safe and effective operations.
  • Support staff in responding to emergencies, difficult or potentially violent situations, resident conflicts, rule violations, child safety concerns, and other incidents; promptly elevate significant safety or operational concerns.
  • Oversee and assist with decisions regarding mandated reporting of suspected child physical or sexual abuse, neglect, or other reportable concerns, and ensure required reporting procedures are followed.
  • Ensure residents are treated with dignity and respect and receive services in a manner that supports survivor choice, autonomy, privacy, cultural background, and individual needs.

4. Documentation, Data, and Quality Assurance

  • Ensure completion and quality of resident information forms and files, daily logs, intake and exit documentation, case and service records, incident reports, statistical data, and required entries in EmpowerDB and other applicable agency databases, in collaboration with appropriate staff.
  • Conduct routine quality reviews to ensure documentation is timely, accurate, objective, complete, confidential, and compliant with agency, grant, funding, and applicable legal requirements.
  • Monitor service delivery, resident needs, and program outcomes; identify gaps and recommend improvements to shelter systems, procedures, staffing practices, and resident programming.
  • Assist with assigned program reports, audits, grant documentation, data collection, outcome tracking, and other reporting requirements.

5. Program Coordination and Community Collaboration

  • Coordinate resident meetings, educational groups, shelter activities, and distribution of donated goods or emergency resources in accordance with agency procedures.
  • Collaborate with advocates and other Safe Passage programs to coordinate services, referrals, and resources and to support continuity of care for residents.
  • Serve as a liaison with community agencies, law enforcement, healthcare providers, courts, social service organizations, and other partners as appropriate to strengthen referrals and coordinated services.
  • Participate in agency, community, statewide, and other meetings, trainings, outreach activities, or presentations as assigned and represent Safe Passage professionally.

6. Program Administration and Compliance

  • Assist with program goals, objectives, budgets, purchasing, inventory, expenditures, and resource planning as assigned.
  • Maintain current knowledge of domestic violence, sexual assault, trauma, victims’ rights, community resources, and relevant legal, regulatory, grant, and professional requirements affecting shelter operations.
  • Comply with Safe Passage personnel policies, shelter procedures, confidentiality requirements, professional standards, and applicable funding requirements.
  • Perform other duties reasonably related to shelter operations and the needs of Safe Passage, Inc., as assigned.

Required Skills and Abilities

  • Ability to handle crisis situations, exercise sound judgment, de-escalate conflict, solve problems, and remain composed under pressure.
  • Demonstrated ability to lead staff, communicate expectations, organize multiple priorities, and maintain dependable follow-through.
  • Ability to work effectively and respectfully with individuals from diverse backgrounds and maintain professional boundaries with residents, staff, volunteers, and community partners.
  • Computer proficiency, including Microsoft Office and the ability to learn agency databases and electronic recordkeeping systems.
  • Valid driver’s license, reliable transportation, and automobile insurance meeting agency requirements; ability to travel locally and attend off-site meetings as needed.
  • Ability to work a flexible schedule and be accessible for urgent shelter needs, including evenings, nights, weekends, and holidays when operationally necessary.
