What they need

Site Development Manager

Location: Waltham, MA | Hybrid Schedule

The Site Development Manager will oversee the site planning and development process for new retail club locations, acquired properties, renovations, expansions, and fuel-related facilities. This individual will guide projects from early-stage site assessments and feasibility reviews through entitlement approvals, permitting, and preparation for construction.

Working closely with internal real estate and development teams, external consultants, legal counsel, construction personnel, and local and state authorities, the manager will coordinate the activities required to move projects forward. The position is accountable for maintaining project timelines and budgets, navigating regulatory requirements, and ensuring proposed developments align with company standards and business objectives.

Key Responsibilities:

  • Direct multiple site development projects, including new builds, property takeovers, renovations, expansions, and fuel facility projects both on and off existing sites.
  • Establish development plans and coordinate multidisciplinary consultant teams to obtain necessary municipal, state, and federal approvals.
  • Represent the organization during public hearings, planning board meetings, and other regulatory proceedings to support project approvals.
  • Oversee land-use entitlements, site plan reviews, development permits, and related approvals while ensuring compliance with design standards, budget parameters, schedules, and established project specifications.
  • Coordinate development activities across a range of real estate structures, including ground leases, space leases, reverse build-to-suit arrangements, company-owned developments, shopping center locations, and standalone properties.
  • Track project milestones, financial performance, and key deliverables, communicating progress, risks, and schedule changes to leadership.
  • Prepare and issue requests for proposals, assess consultant capabilities, negotiate service agreements, and oversee contracted project work.
  • Collaborate with real estate partners on preliminary site layouts, property assessments, due diligence, and early-stage development feasibility.
  • Lead feasibility reviews and conceptual planning efforts, establishing project schedules, coordinating preliminary construction cost estimates, and assessing overall development viability.
  • Provide technical and entitlement-related support during real estate transactions, including due diligence findings, supporting documentation, exhibits, and approval status updates.
  • Coordinate the preparation, evaluation, and submission of site plans, permitting packages, regulatory applications, and construction-related documentation.
  • Facilitate discussions with municipal representatives, legal advisors, engineering firms, architects, and internal business partners to resolve issues and advance projects.
  • Confirm that required permits, regulatory notices, fees, bonds, and other preconstruction obligations are satisfied before construction activities begin.
  • Organize and lead recurring project meetings, maintain clear communication across project teams, and ensure timely resolution of outstanding items.
  • Manage consultant agreements, invoices, contract modifications, change orders, and final project documentation.
  • Build and coordinate project teams that may include civil engineers, architects, land-use planners, attorneys, permitting consultants, and other technical specialists.

Qualifications and Experience:

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, Urban or Regional Planning, or a related discipline required; a professional engineering license is a plus but not mandatory.
  • Approximately 5–7 years of relevant experience in site development, civil or site design, real estate development, construction management, engineering, or a comparable field.
  • Strong understanding of land-use regulations, civil engineering fundamentals, site planning, and the overall land development lifecycle.
  • Demonstrated experience securing approvals from municipal and state authorities, navigating regulatory processes, and presenting project information at public hearings involving technical, commercial, and legal considerations.
  • Familiarity with retail site development, including traffic and access planning, grading, drainage, utilities, environmental assessments, and soil conditions.
  • Working knowledge of land development requirements related to permitting, environmental compliance, and legal considerations.
  • Previous experience supporting corporate retail or multi-site commercial development projects is preferred.
