What they need
The Site Development Program Manager will provide dedicated program management to the LED Site Readiness initiative and the LED Certified Sites Program with the goal of building and marketing a strategic inventory of nationally competitive industrial and business sites. The purpose of the Site Readiness program is to evaluate existing sites and to identify, assess, and develop new sites. The goal of the program is to create a portfolio of the best industrial and business sites in the state and invest in enhancing the marketability and competitiveness of those sites. The LED Certified Sites Program assists communities throughout Louisiana to identify and certify industrial and business sites as development-ready through a rigorous application process. The Site Development Program Manager will work collaboratively with LED Business Intelligence staff; landowners, stakeholder partners, and external engineering support to produce an inventory of development ready sites with completed initial due diligence. This full-time, unclassified position is a program manager located within the Business Intelligence unit under the Office of Economic Competitiveness at Louisiana Economic Development. Frequent in-state travel is required.
The Site Development Program Manager has these major areas of responsibility:
- Site identification: meet with landowners, realtors, economic development professionals, and interface with other stakeholders to identify new sites with potential to be included in the strategic inventory.
- Partner outreach: collaborate regularly with economic development organizations, landowners, utilities, local governments, ports, airports, and other stakeholders state-wide to ensure that potential sites continue to progress through the sites program.
- Site evaluation: manage an evaluation and fatal flaw analysis process with engineering contractors to vet potential new sites that have the potential for completion of the certification program.
- Site approval: provide approvals for sites to enter the program and be eligible for grant assistance.
- Due diligence management: oversee consultant technical work efforts and review proposals, drafts, and final reports related to all required site due diligence including surveys, wetlands, environmental, geotechnical, cultural, and engineering conceptual studies.
- Site certification management: manage the site certification process from individual pre-applications, assistance with completion, application review, and final certification, including all program reporting requirements and metrics.
- Site information assistance for RFIs: Assist with site-related information necessary to complete prospect RFIs and to assist LED project managers in selecting appropriate sites.
- Other site and building development issues: advise and assist with other strategic real estate
