Skills Development & Learning Manager

We are seeking an experienced Skills Development & Learning Manager to lead our organisation’s learning and skills development strategy.

The successful candidate will oversee learning programmes, SETA and QCTO compliance, BBBEE Skills Development initiatives, grant funding, audits and stakeholder relationships.

Key Responsibilities

• Develop and implement the organisation’s Learning & Development and Skills Development strategy.
• Manage learnerships, internships, apprenticeships, skills programmes, bursaries and graduate programmes.
• Ensure compliance with Skills Development legislation, SETA, QCTO and BBBEE requirements.
• Manage WSP and ATR submissions.
• Identify and secure mandatory and discretionary grant funding.
• Manage relationships with SETAs, QCTO, training providers and other stakeholders.
• Lead SETA/QCTO compliance audits and maintain audit readiness.
• Manage training plans, budgets and training ROI.
• Lead, coach and develop the Skills Development team.
• Monitor programme performance and provide strategic reporting and insights to leadership.

Minimum Requirements

• Bachelor’s Degree in HR, HR Development, Education, Industrial Psychology, Business Management or a related field.
• Registered SDF certification is essential.
• Minimum 10 years’ experience in Skills Development, Learning & Development or Training Management.
• Proven experience with SETA, QCTO and funded skills development programmes.
• Strong experience in WSP, ATR, BBBEE Skills Development, grants and compliance audits.
• People management experience is essential.
• Assessor and/or Moderator accreditation will be advantageous.
• Strong knowledge of Skills Development legislation, SETA, QCTO and BBBEE requirements.
• Strong stakeholder management, analytical, project management and financial skills.
• Proficiency in Microsoft Office and HR/Learning Management Systems.
