This role will support a varied recruiting portfolio that includes professional, specialized, corporate, skilled, and high-volume roles across NORC business units and regions. The Senior Recruiter will develop and execute recruitment strategies that help NORC meet ongoing hiring needs, respond to time-sensitive talent acquisitions demands, and support periods of increased recruitment volume while maintaining a strong candidate and hiring manager experience.

The Senior Recruiter is part of the NORC People team and will work a hybrid schedule, with at least six days a month in NORC’s Chicago office.

DEPARTMENT: NORC PEOPLE

The NORC People department supports NORC's mission and values by collaborating with research, operations, and administrative departments to recruit, develop, and retain top staff. Because NORC is a government contractor, the NORC People team plays a large role ensuring that all staff information and systems remain secure and that our organization is fully compliant with our policies. NORC People is responsible for talent acquisition, hiring, benefits administration, employee relations matters, and performance evaluation programs to ensure our organization is maintaining compliance while keeping employees’ best interests in mind.

RESPONSIBILITIES:

Talent Acquisition & Workforce Planning

  • Manage full-cycle recruitment for professional, specialized, and high-volume roles, including intake meetings, sourcing, screening, interviewing, offer negotiation, and onboarding.

  • Simultaneously recruit for professional, corporate, skilled, and high-volume roles.

Hiring Manager Partnership

  • Partner closely with hiring managers and senior leaders to develop effective talent strategies, understand workforce needs, define job requirements, position profiles, and deliver sourcing plans.

  • Foster a strong stakeholder consulting relationship on recruitment strategies, market insights, and hiring best practices.

Employer Brand & Talent Pipeline Development

  • Develop and implement recruitment marketing and employer-branding strategies, through social media, career fairs, recruiting events, and other talent acquisition initiatives.

  • Spearhead advanced sourcing strategies using the ATS, referrals, networking, job boards, social media, community partnerships, name generation, and other recruitment channels to build strong talent pipelines.

Recruitment Operations & Compliance

  • Ensure compliance with applicable employment laws, OFCCP requirements, and federal contractor regulations.

  • Maintain accurate recruitment data and reporting, including compensation and onboarding details.

Culture & Leadership

  • Contribute to talent acquisition initiatives, process improvements, policies, strategies, and workforce planning discussions.

  • Share recruiting best practices and support team collaboration and continuous improvement.

  • Contribute to ad hoc HR projects, as needed.

REQUIRED SKILLS:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.

  • Minimum of 5 years of experience recruiting across professional and high-volume roles.

  • Minimum of 5 years of experience conducting proactive candidate sourcing using LinkedIn Recruiter, Boolean searches, or other advanced sourcing techniques.

  • Minimum of 5 years of experience with applicant tracking software (PageUp is a plus).

  • Proficiency in the use of social media and other digital means for sourcing candidates (i.e., LinkedIn, Indeed, Handshake, other job boards, etc.).

  • Knowledge of OFCCP regulations and compliance requirements related to recruiting and applicant data (experience working in a federal contractor environment is a plus).

  • Exceptional interpersonal and communication skills.

  • Strong business acumen.

  • Strong analytical and problem-solving skills.

  • Ability to adapt, change quickly, and succeed in a rapidly changing, ambiguous environment.

  • Demonstrated ability to manage competing requisitions across both specialized and high-volume hiring environments.

  • Strong organization, prioritization, and follow-through skills, with the ability to adjust quickly to shifting business needs and hiring surges.

  • Demonstrate a strong commitment to quality and delivering exceptional service to internal stakeholders and external candidates.

  • Hybrid work schedule: six days a month in our Chicago office.
