State Lead - Defence Base Projects

Lead full consultancy delivery of complex, high-profile construction and infrastructure upgrades: - EWP, PDS, NPS & CFI ($2M-$200M+) for defence bases, as well as Defence-Adjacent Projects within the Henderson Precinct, from kick-off meetings, design briefs and internal design meetings to project delivery and commissioning (ensuring HOTO compliance is met).
   
The Role We are partnering with a national consultancy to find a State Lead – Defence Bases to lead teams delivering full lifecycle Base Services projects from $2M to over $200M, while setting strategic direction and ensuring all works align with contractual obligations and defence/federal government (HOTO) standards.

Key Responsibilities:

• Drive business growth through monitoring Tenders (including AusTender) and leading Tender response.
• Working in conjunction with other consultancies, where EWP partnerships have been agreed.
• Lead kick-off meetings and design briefs.
• Lead in-house Design teams to ensure the best solution to meet client needs.
• Lead Project Managers, consultants, and multidisciplinary advisory/delivery teams.
• Oversee project delivery, procurement, and alignment with corporate strategy.
• Lead the engagement with teams delivering the commissioning of sites.
• Ensuring the project meets HOTO criteria.
• Build and maintain strong relationships with defence clients, government bodies including Defence West, and senior stakeholders.
• Mentor and develop consulting staff.
• Act as the primary in-state point of contact for Defence client and stakeholder engagement.

Requirements:

• 10+ years’ Defence Base sector experience in senior Project Management or Engineering consulting roles, with at least 5+ years leading Defence Base project delivery teams.
• 5+ years’ experience delivering defence base upgrades, infrastructure projects, or high-profile federal maritime site projects.
• Minimum of 5 years leading design teams from initial brief, throughout variations.
• Ensuring all projects meet Estate HOTO policy.
• Background in defence, government, infrastructure, or major capital projects, with an NV1 clearance.
• Proven experience managing multiple teams and engaging with senior stakeholders.
• Degree in Engineering (Civil, Electrical or Mechanical), Construction, or a related field, and/or formal PMP training.
