Introduction
The Louisiana CASA Association ("Louisiana CASA") is requesting proposals from qualified individuals or firms to provide statewide training and professional development services under a professional services contract. The selected consultant will work collaboratively with Louisiana CASA staff to strengthen the statewide CASA network through the planning, coordination, and administration of educational opportunities that support local CASA programs, volunteers, board members, and community partners. Funding for this contract is contingent upon grant funding.
Purpose
The purpose of this procurement is to obtain professional consulting services to coordinate, administer, and strengthen Louisiana CASA’s statewide training and professional development program. The selected consultant will support the development of a coordinated annual training plan that provides relevant, accessible, and high quality educational opportunities for local CASA program staff, Volunteer Advocates, board members, and community partners.
Working closely with the Director of Member Services, the consultant will assist with identifying statewide training needs, developing training calendars and learning objectives, coordinating qualified presenters, managing webinar and conference content, supporting continuing education requirements, and maintaining accurate training records and evaluation data. The consultant will also help expand Louisiana CASA’s recorded learning resources and recommend updates to training materials based on participant feedback, emerging issues, and changes in child welfare practice.
Educational programming developed through this contract should reflect adult learning principles, trauma informed and evidence based practices, National CASA/GAL Standards, Louisiana CASA priorities, and current issues affecting children and families involved in the child welfare and court systems. The consultant will be expected to create training opportunities that are practical, participant centered, and responsive to the needs of Louisiana’s local CASA programs.
Through this engagement, Louisiana CASA seeks to improve the consistency, quality, accessibility, and effectiveness of statewide training; strengthen the knowledge and skills of CASA staff and Volunteer Advocates; and support high quality advocacy for children involved in abuse and neglect proceedings throughout Louisiana.
Scope of Services
The selected consultant shall perform the services and responsibilities described in Attachment A, Scope of Work, which is incorporated into this Request for Proposals by reference and will form the basis of the final professional services agreement.
The Scope of Work includes the coordination and administration of Louisiana CASA’s statewide training and professional development activities, including statewide public webinars, training opportunities for the CASA network, recorded learning resources, annual conference educational planning, speaker coordination, continuing education documentation, training administration, evaluation and data collection, quality improvement, and related reporting and deliverables.
Proposers should review Attachment A in full and clearly describe their qualifications, proposed approach, availability, and cost to complete the required services. Louisiana CASA may refine specific activities, timelines, and priorities in consultation with the selected consultant, provided that any revisions remain consistent with the overall purpose of the engagement and available funding.
Deliverables
During the contract period, the selected consultant will be responsible for providing the deliverables outlined in Attachment A – Scope of Work. At a minimum, the consultant will be expected to complete the following:
- Coordinate and administer eight (8) statewide public webinars designed to support CASA advocacy, child welfare best practices, and multidisciplinary collaboration.
- Coordinate and administer eight (8) CASA Network training sessions for Louisiana CASA staff, Volunteer Advocates, and local program personnel.
- Provide educational planning support for the Louisiana CASA Annual Conference, including agenda development, speaker recruitment and coordination, session planning, and continuing education documentation.
- Recruit, coordinate, and communicate with presenters and subject matter experts for webinars, conference sessions, and other statewide training opportunities.
- Prepare and submit applications and supporting documentation for Continuing Education Units (CEUs), as applicable.
- Maintain registration records, attendance reports, participant evaluations, and training metrics for all training activities.
- Prepare and submit monthly activity reports summarizing completed activities, progress toward deliverables, upcoming training initiatives, and any recommendations for program improvement.
- Maintain organized training documentation, electronic records, speaker information, and other materials necessary to support Louisiana CASA's statewide training program.
- Develop post-tests and supporting materials for recorded learning opportunities to expand Louisiana CASA's on-demand training library.
- Prepare and distribute certificates of completion for eligible training participants.
- Provide additional training coordination, documentation, reporting, and related services as outlined in Attachment A and reasonably necessary to fulfill the objectives of the contract.
The selected consultant will be expected to complete all deliverables in accordance with the timelines established by Louisiana CASA and in collaboration with the Director of Member Services. Deliverables should be completed in a timely, professional, and accurate manner and reflect the quality standards and objectives of Louisiana CASA's statewide training and professional development program.
Minimum Qualifications
Louisiana CASA seeks proposals from qualified individuals or firms with demonstrated experience in training coordination, professional development, and project management. - Experience working independently while maintaining regular communication and collaboration with organizational leadership and project stakeholders.
- Proficiency with Microsoft Office applications and virtual meeting platforms, including Microsoft Teams and Zoom, or comparable technologies.
- Ability to maintain accurate records, manage confidential information appropriately, and produce professional reports and documentation.
General Conditions
Louisiana CASA reserves the right to reject any or all proposals and is not obligated to award a contract as a result of this RFP.
