As part of our strategic expansion, PioneerTech seeks a senior Business Development & Capture Program Manager to drive growth across DLA, DoD, and Navy portfolios and lead awarded programs through full lifecycle execution.

Key Responsibilities

• Identify, research, and qualify target solicitations across DLA, DoD, and Navy
• Lead capture activities including customer engagement, opportunity shaping, competitive analysis, and teaming strategy
• Drive full capture lifecycle: win strategy, solution alignment, price‑to‑win coordination, and proposal readiness
• Develop teaming agreements, subcontractor negotiations, and partner alignment
• Lead technical and managerial proposal development, including: Agile and DevSecOps solution narratives, Enterprise software modernization approaches, CMMI and ISO‑aligned process descriptions, Staffing strategies, LOEs, and BOEs
• Oversee functional and technical operational modeling for enterprise IT, DevSecOps, logistics systems, OT environments, cybersecurity, and ICAM
• Transition awarded programs into operational execution (“eat what you kill”)
• Serve as Program Manager for awarded efforts, overseeing delivery, performance, staffing, and customer satisfaction
• Recruit, hire, onboard, and develop high‑performing technical and program staff
• Maintain awareness of customer mission needs, technology trends, and regulatory changes
• Represent PioneerTech at industry days, conferences, and customer engagements
• Support corporate growth strategy, pipeline development, and executive reporting

Requirements

• 10+ Years of Experience as a federal/DoD program or project manager supporting enterprise IT, logistics systems, cybersecurity, or software modernization
• 3+ Years of Demonstrated capture management success identifying, qualifying, shaping, and winning federal opportunities (with at least Technical Volume participation)
• Strong operational domain knowledge of DLA, DoD, and Navy mission environments, acquisition processes, and enterprise IT operations
• Expertise with IT standards and methodologies such as Agile, SAFe, DevSecOps, CMMI, ISO 9001/20000/27001
• Experience developing staffing plans, LOEs, and Basis of Estimates (BOEs)
• Ability to recruit, hire, mentor, and develop technical and program staff
• Exceptional communication and executive engagement skills

Preferred / Desired Qualifications

• Desired Certifications among the following: PMP, PMI‑ACP, SAFe, CSM, CISSP, Security+, CASP, ITIL, or similar skills.
• Prior experience supporting DLA, DoD, or Navy enterprise IT programs
• Existing customer relationships and demonstrated ability to build trust
• Experience leading multi‑million‑dollar federal programs or portfolios
• Experience with enterprise software development, DevSecOps pipelines, cybersecurity operations, OT/ICS environments, supply chain/logistics systems, and ICAM
• Demonstrated success in small business federal contracting environments
• Strong analytical and operational modeling skills
• Ability to lead cross‑functional teams under tight deadlines

Location: On‑Site (Fairfax, VA) preferred, remote candidates will be considered with some travel required.

Start Date: Immediate

Employment Type: Full-Time W2 (1099/Corp‑to‑Corp not accepted)

Schedule: 8‑hour shift Monday to Friday within Core Hours of 8:30 AM – 4:00 PM
