What they need

We are seeking a seasoned Recruiting Leader to build and run a high-performing recruiting and talent acquisition function. This is a hands-on leadership role for someone who has led agency staffing operations inside a corporate environment and who has personally recruited at a high level. You will own the strategy, the team, and the results, from sourcing and client or hiring-manager partnership through offer and retention.

The ideal candidate understands the economics of staffing (fill rates, margins, time-to-fill, recruiter productivity) and knows how to turn a recruiting team into a growth engine for the business.

Key Responsibilities

Leadership and Team Development

  • Lead, coach, and develop a team of recruiters, sourcers, and account or delivery managers, setting clear performance standards and holding the team accountable.
  • Hire, onboard, and train new recruiting talent; build a bench of future leaders.
  • Establish a high-accountability, high-energy culture built on activity metrics, quality of hire, and results.

Strategy and Operations

  • Design and execute the recruiting strategy aligned to business growth goals and client or internal hiring demand.
  • Own recruiting P&L and operating metrics, including submittals-to-interview, interview-to-offer, offer acceptance, fill rate, time-to-fill, and gross margin where applicable.
  • Manage the ATS/CRM and reporting so leadership has accurate, real-time visibility into pipeline and performance.
  • Build repeatable processes, playbooks, and scorecards that scale.

Executive and Senior-Level Recruiting

  • Personally lead searches for senior, specialized, and hard-to-fill roles, including director-level and executive positions.
  • Develop and maintain a deep network of passive candidates and industry relationships in the Northeast Florida market and beyond.
  • Guide candidates and hiring managers through negotiation, offer structure, and close.

Client and Stakeholder Partnership

  • Serve as a trusted advisor to executives, hiring managers, and clients on workforce planning, market conditions, compensation benchmarks, and talent availability.
  • Manage key client or internal relationships, including service-level expectations and escalations.
  • Partner with sales, finance, HR, and operations leaders to forecast demand and align recruiting capacity.

Vendor and Agency Management

  • Manage relationships with job boards, sourcing tools, MSPs, and third-party agencies; negotiate terms and evaluate ROI.
  • Ensure compliance with employment law, EEO requirements, and client or corporate policies.

Qualifications

Required

  • 4+ years of recruiting experience, with at least 1 year in a leadership role managing recruiters or a recruiting team.
  • Proven experience managing agency or staffing operations (contract, contract-to-hire, and direct hire) within a corporate organization.
  • Demonstrated record of recruiting at a high level, including senior, executive, or niche roles, with measurable placement results.
  • Strong command of staffing metrics and financial acumen, including margin, bill/pay rates, and recruiter productivity.
  • Experience with an ATS/CRM and modern sourcing tools (e.g., LinkedIn Recruiter, Bullhorn, or similar).
  • Excellent communication, negotiation, and relationship-building skills at the executive level.
  • Working knowledge of employment law, EEO, and compliance requirements in Florida and nationally.
  • Bachelor's degree in business, human resources, or a related field, or equivalent experience.

Preferred

  • Established professional network in the Jacksonville and Northeast Florida market.
  • Experience building or scaling a recruiting function, or launching a new service line.
  • Background across multiple industries (e.g., healthcare, finance, technology, logistics, professional services).
  • Staffing or HR certifications (e.g., CPC, SHRM-CP/SCP, PHR/SPHR).

Core Competencies

  • Results-driven and metrics-oriented
  • Coaching and talent development
  • Executive presence and influence
  • Strategic workforce planning
  • Sales mindset and business development
  • Integrity, discretion, and sound judgment

Compensation and Benefits

  • Base salary: [$90,000 to $130,000], commensurate with experience
  • Performance-based bonus or commission tied to team and company results
  • Health, dental, and vision insurance
  • 401(k) with company match
  • Paid time off and holidays
