What they need
Job Responsibilities:
- Lead T&C governance and stakeholder coordination. Act as CCS’s authorised T&C representative to the Client, Commissioning Authority, Consultants, Main Contractor, Operations Team, subcontractors and OEM vendors. Attend all required coordination, progress and readiness meetings and report using verified site data.
- Own the integrated T&C programme. Develop and maintain the resource-loaded master programme, four-week look-ahead, weekly test schedule and short-term readiness plan, ensuring alignment with actual site progress, approved submissions, logical predecessors, stakeholder availability and contractual milestones.
- Drive recovery and mitigation. Identify critical-path slippage, interface conflicts and mutually exclusive test windows. Issue quantified recovery plans covering additional resources, resequencing, extended working hours and revised completion dates. Incomplete tests shall be formally rescheduled and not simply removed from the programme.
- Control technical submissions. Establish and maintain the T&C deliverables register covering the Commissioning Plan, Method Statements, Risk Assessments, ITPs, test scripts, self-test records, RIO forms, Cause & Effect Matrix, Sequence of Operation, set-point schedules, interface matrices and final reports. Review and quality-check submissions before formal submission to the authorised Client/Consultant for approval.
- Implement Ready-for-Test gates. Conduct daily site walkdowns and maintain a photographic Ready / Not Ready register. No witnessed test shall proceed unless installation, approved documents, safety controls, calibrated instruments, self-test records, utilities, load banks, controls, vendors and required witnesses are confirmed available.
- Manage the full L1–L5 commissioning process. Coordinate FAT/SAT, installation verification, start-up, pre-functional testing, functional performance testing, heat load testing, Mini-IST/IST, TCCF demonstration and reliability runs. Ensure the correct sequence and closure of prerequisite tests and critical defects before progressing to the next level.
- Ensure complete system coverage. Coordinate commissioning of HVAC/MVAC, chilled and condenser water systems, CRAC/Fan Wall units, HV/LV electrical systems, UPS/battery/PDU, generator and fuel systems, BMS/SCADA/PLC, fire services, VESDA, water leakage detection, ELV and all associated interfaces.
- Lead BMS/PLC integration. Manage point-to-point checks, graphics, alarms, trends, set points, interlocks, Cause & Effect and redundancy/failover testing. Ensure interfaces for HVSB/LVSB, UPS, generators, CRAC/Fan Wall, chillers, pumps, valves and fire alarm are completed and signed off before Mini-IST/CxL5.
- Manage test resources and interfaces. Prepare a realistic resource plan identifying each test team, lead engineer, technicians, specialist vendor, instruments and witnessing parties. Include racks, load banks, temporary cables, data loggers, access, installation and reinstatement activities in the T&C programme.
- 10. Control safety and test impact. Coordinate Permit-to-Work, LOTO, switching programmes, test boundaries, communication protocols, emergency response and Abort Criteria. Assess cross-system impacts on utility power, live equipment, Data Hall cleanliness, IT/operations and other systems; stop or defer unsafe or unready tests.
- Close defects and maintain records. Manage T&C issues, punch lists and retests, with clear owners, due dates and close-out evidence. Ensure test sheets, RIOs, calibration certificates, trends, photographs and event records are complete and traceable before requesting Client/Consultant witnessing.
- Report and hand over. Issue concise daily and weekly dashboards showing planned versus completed tests, readiness, constraints, submission status, defects and recovery actions. Compile final T&C reports, as-built drawings, O&M manuals, training records, certificates and handover dossiers.
Job Requirements:
- Bachelor’s degree or Higher Diploma in Building Services, Electrical, Mechanical, Controls/Automation Engineering, or an equivalent discipline.
- Minimum 8 years of E&M testing and commissioning experience, including at least 3 years on data centre or other mission-critical facilities. Direct responsibility for delivering at least one project through CxL4 and CxL5/IST is strongly preferred.
- Demonstrable ability to prepare integrated, resource-loaded T&C programmes and practical recovery plans based on verified site conditions.
- Strong working knowledge of HVAC/chilled water, HV/LV distribution, UPS, generators, BMS/SCADA/PLC and fire/life-safety interfaces.
- Proven experience with Commissioning Plans, Method Statements, ITPs, test scripts, Cause & Effect matrices, Sequence of Operation and commissioning records.
- Strong leadership, coordination, problem-solving and stakeholder-management skills, with the ability to challenge unrealistic dates and escalate constraints promptly.
- Good command of written and spoken English and Chinese; able to chair technical meetings and prepare clear reports and recovery plans in English.
- Proficient in MS Project and/or Primavera P6, Excel and common document/issue-tracking systems.
- Willing and able to work full-time on site, including planned night or weekend test windows when required.
- Membership of HKIE or another relevant professional institution is an advantage. Holder of Hong Kong REW Grade B or Grade C is preferred; Grade H qualification for high-voltage work is an additional advantage.
