Job Brief

The Trade Bank of Iraq (TBI) is seeking a qualified Tanfeeth Officer to support the financial enforcement function at its Saudi Arabia Branch, with responsibility for receiving, validating, entering, and processing financial enforcement and judicial banking orders accurately and within the required timelines.

This role supports the Branch's compliance with Saudi Central Bank (SAMA) instructions and applicable Saudi laws, while maintaining strict confidentiality, complete records, and effective maker-checker controls. The Tanfeeth Officer will monitor Tanfeeth, SAMA Net, and other approved channels for incoming requests, process disclosure, attachment, freezing, release, and transfer instructions on the approved systems, and perform daily reconciliation of all received and processed orders.

The ideal candidate will demonstrate a high level of accuracy and attention to detail, discipline in handling confidential and time-critical requests, and the ability to work effectively under pressure in a fast-paced, highly regulated banking environment.

Key Responsibilities

  • Continuously monitor Tanfeeth, SAMA Net, and other approved channels for new financial enforcement and judicial banking requests.

  • Validate each request, including the customer identifier, order type, claimed amount, reference details, and required action, before processing.

  • Identify all relevant customer accounts, balances, and banking relationships falling within the scope of the request.

  • Enter and process disclosure, attachment, freezing, release, forced deduction, transfer, and account-restriction instructions on the approved systems.

  • Attach only the amount specified in the official order, and maintain debit restrictions when the available balance is insufficient while permitting credits where required.

  • Monitor subsequent credits until the required amount is completed or an official release or amendment is received.

  • Identify and correctly process amounts exempt from attachment in accordance with the applicable codes and statutory release percentages.

  • Prepare complete system responses and supporting evidence, and submit transactions to the authorized checker for review and approval.

  • Process transfers of attached funds only after receiving the required official instruction and internal authorization.

  • Perform daily reconciliation of received, processed, pending, rejected, and partially satisfied orders, and promptly clear exceptions.

  • Escalate unclear, conflicting, duplicate, high-risk, or technically failed requests to the Tanfeeth Manager without delay.

  • Maintain complete electronic records, supporting documents, and audit trails in accordance with the Bank's record-retention requirements.

  • Protect customer confidentiality and use enforcement information solely for authorized business purposes.

  • Immediately report processing errors, delays, access issues, or system incidents, and support the implementation of corrective action.

  • Participate in system testing, procedure reviews, business continuity exercises, and cross-training activities.

Applicant Requirements

Education:

  • Bachelor's degree in Banking, Finance, Accounting, Law, Business Administration, or a related field from an accredited institution.

Experience:

  • 1 year of banking operations experience.

  • Experience in financial enforcement, judicial orders, or account restrictions is preferred.

  • Experience within a bank or financial institution operating in the Kingdom of Saudi Arabia is preferred.

Skills:

  • Good knowledge of bank accounts, balances, customer relationships, and core banking systems.

  • Understanding of SAMA requirements relating to disclosure, attachment, release, transfer, and exempt funds.

  • Accurate data-entry, numerical review, and identity verification skills.

  • Ability to handle confidential and urgent requests with discipline and a high level of attention to detail.

  • Understanding of maker-checker controls and segregation of duties.

  • Strong organizational skills and the ability to manage high volumes under strict deadlines.

  • Proficiency in Microsoft Office, particularly Excel.

  • Fluency in Arabic and working proficiency in English (written and spoken).
