Role Overview

rSTAR is seeking a hands-on Technical Lead to lead enterprise application modernization, integration, and AI delivery on the Microsoft Azure platform.

This role spans two primary areas: modernizing legacy code and applications into C#/.NET solutions on Azure, and building enterprise AI solutions using Azure OpenAI and related Microsoft technologies.

The ideal candidate brings strong C#/.NET engineering skills, Azure architecture experience, and practical Generative AI expertise. You will own technical design and delivery, work directly with clients, guide onshore and offshore engineers, and remain actively involved in coding, reviews, troubleshooting, and production releases.

Key Responsibilities

Azure Application Modernization and Integration

• Assess legacy code, application architecture, business logic, integrations, and operational dependencies.
• Define and implement migration approaches to modernize legacy applications into maintainable C#/.NET applications and services on Azure.
• Preserve business rules, data integrity, and downstream dependencies throughout modernization.
• Design APIs, background processing, and event-driven integrations using appropriate Azure services, including Azure Functions, App Service, Logic Apps, and Service Bus.
• Implement reliable processing patterns covering retries, exception handling, idempotency, reconciliation, and recovery.
• Develop migration plans, validation approaches, cutover procedures, and operational documentation.
• Optimize application performance, scalability, reliability, and Azure consumption costs.

Microsoft AI Solution Delivery

• Design and develop enterprise AI applications using Azure OpenAI, Microsoft Foundry, Azure AI Search, and relevant Azure AI services.
• Implement knowledge assistants, document processing, exception analysis, and AI-enabled business workflows.
• Apply RAG, embeddings, vector/hybrid search, structured outputs, tool calling, and agentic workflows where appropriate.
• Integrate AI capabilities into .NET applications, enterprise systems, APIs, and business processes.
• Establish evaluation criteria and safeguards for response quality, grounding, data access, and human review.
• Use Power Platform and Copilot Studio where they fit the solution requirements.

Hands on Technical Leadership

• Own technical delivery from requirements clarification and architecture through implementation, testing, deployment, and support handover.
• Write and review production code, resolve complex issues, and establish engineering standards.
• Translate business requirements into solution designs, technical tasks, estimates, dependencies, and acceptance criteria.
• Lead onshore and offshore engineers through design guidance, code reviews, mentoring, and troubleshooting.
• Coordinate with project managers, business analysts, QA, and client teams to manage delivery risks and dependencies.
• Lead technical workshops, architecture reviews, demonstrations, and release readiness discussions.

Security and Production Operations

• Implement secure authentication and authorization using Microsoft Entra ID, managed identities, role-based access, and Azure Key Vault.
• Establish CI/CD pipelines using Azure DevOps or GitHub Actions.
• Define appropriate unit, integration, regression, and data reconciliation testing.
• Implement logging, monitoring, alerting, and operational runbooks using Azure Monitor and Application Insights.
• Own technical investigation and resolution of production issues.

Required Qualifications

• 8+ years of experience in enterprise software development, integration, or solution delivery, including technical leadership responsibilities.
• Strong hands-on expertise in C#, .NET, REST APIs, asynchronous programming, dependency injection, and application debugging.
• Experience designing, deploying, and supporting applications on Microsoft Azure.
• Demonstrated experience analyzing legacy code, documenting existing business logic, and modernizing applications into C#/.NET.
• Experience with application refactoring, incremental migration, integration compatibility, and functional regression testing.
• Strong SQL skills and experience with relational databases, data transformation, validation, and reconciliation.
• Experience with relevant Azure services, such as Azure Functions, App Service, Storage, Service Bus, API Management, and Azure SQL.
• Practical experience building Generative AI applications using Azure OpenAI, including RAG, prompt/context engineering, and enterprise integration.
• Understanding of secure application design, identity management, secrets management, and access controls.
• Experience with Git, CI/CD, automated testing, observability, and production support.
• Proven ability to lead distributed engineering teams and own technical quality and delivery.
• Strong client-facing communication and problem-solving skills.
• Availability to work U.S. business hours and coordinate with offshore teams.

Preferred Qualifications

• Experience leading legacy application modernization and migration to C#/.NET on Azure.
• Experience with Azure Durable Functions, containerized applications, or orchestration of long-running processes.
• Experience with Azure AI Search, Microsoft Foundry, Semantic Kernel, or comparable AI frameworks.
• Familiarity with Power Automate, Copilot Studio, Power Apps, and Dataverse.
• Experience delivering solutions in utilities, manufacturing, or enterprise operational environments.
• Experience creating reusable frameworks, migration patterns, and technical accelerators.
• Relevant Microsoft Azure development, architecture, or AI certifications.
• Exposure to Snowflake or other enterprise data platforms.

Education

Bachelor’s or Master’s degree in Computer Science, Engineering, Information Technology, or a related field, or equivalent practical experience.
