Job Title: Technical Officer 技术专员（产业发展、知识转移与教育培训） Department: Low Altitude Systems and Economy Research Institute, HKUST(GZ) 低空经济研究院 (LASERi) Job Posting Details Formally established in June 2022, the Hong Kong University of Science and Technology (Guangzhou)(HKUST(GZ)) is a cooperatively-run university between the Chinese mainland and the Hong Kong Special Administrative Region. HKUST(GZ) has obtained approval from the Ministry of Education (MoE) and become the first legally-independent educational institution co-established by the Mainland and Hong Kong since the announcement and implementation of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” and the “Overall Plan for Deepening Globally Oriented Comprehensive Co-operation amongst Guangdong, Hong Kong and Macao in Nansha of Guangzhou”. With a spirit of pioneering innovation, HKUST(GZ) charts new territories in cross-disciplinary education and explores new frontiers in pedagogies, aiming to serve as a role model of the mainland-Hong Kong integrated educational development and become a world-famous high-level university, endeavoring to nurture future-oriented, high-level and innovative talents. In response to the increasingly complex challenges faced by the rapidly changing world, HKUST(GZ) adopts a brand-new and cross-disciplinary academic structure featuring “Hub” and “Thrust” to substitute the conventional one characterized by “school” and “department”, facilitating cross-disciplinary integration while vigorously developing emerging and frontier disciplines. This is a groundbreaking move in the higher education community across the globe. Job Responsibilities

1. Government flagship project acquisition: Closely track the low-altitude economy policies, special programs, and funding directions of national ministries and provincial/municipal governments; lead or support the application for major indicator projects (major special programs, open-call mechanisms, demonstration projects, pilots, etc.); own preliminary assessment, proposal writing, defense organization, and full-process management to help the institute secure landmark government projects and funding resources.
2. School-enterprise collaboration and industrial landing: Liaise with domestic and overseas enterprises in the low-altitude economy sector; identify and match business and project needs between cooperating parties; organize supply-demand communication and negotiation meetings; follow through the entire business development pipeline; and drive the formation of cooperation intentions in technology, projects, and industrial collaboration.
3. Education and training collaboration: Aligned with the institute's education & training track, engage with domestic and overseas universities and research institutes on low-altitude economy talent cultivation; advance discussions on co-building a low-altitude economy master's program and short-term thematic training regarding training directions, curriculum, faculty sharing, practical training, and enrollment models; form preliminary cooperation approaches and drive the landing of cooperation plans. 工作职责
4. 政府指标性项目争取：密切跟踪国家部委及省市区各级政府的低空经济政策、专项计划与资金导向，牵头或协同申报重大指标性项目（重大专项、揭榜挂帅、示范工程、试点示范等），负责前期研判、材料撰写、答辩组织与全流程管理，助力研究院获得标志性政府项目与经费资源。
5. 校企联合与产业落地：对接海内外低空经济相关企业，梳理、匹配合作双方业务与项目需求，组织供需沟通洽谈，跟进商务对接全流程，推动达成技术、项目、产业协同等合作意向。
6. 教育培训合作：契合研究院教育培训板块，对接国内外高校与科研院所，围绕低空经济人才培养开展交流研讨，就联合共建低空经济硕士项目及中短期专题培训的培养方向、课程体系、师资共享、实践实训、招生模式等核心内容推进磋商，形成初步合作思路，推动合作方案落地。

任职要求

Qualifications:

1. Master's degree or above; at least 3 years of relevant experience in universities, research institutes, government agencies, or technology enterprises; experience in government project application, industrial investment promotion, or strategic planning is preferred; outstanding candidates may be considered with relaxed criteria.
2. Academic background in Management Science and Engineering, Public Administration, Industrial Economics, Technology Economics and Management, Aerospace, Transportation Engineering, or low-altitude economy-related fields, or other majors related to industrial planning, science and technology management, or industry-university-research cooperation.
3. Familiar with the application policies and processes of national, provincial, and municipal government flagship/indicator projects (major special programs, open-call mechanisms, demonstration projects, pilots, etc.); hands-on experience in project application, proposal writing, defense organization, and full-process management.
4. Experience in industrial project landing and business development, familiar with the full process of enterprise visits, demand matching, cooperation negotiation, and agreement signing; possession of industry resources or enterprise networks in the low-altitude economy, general aviation, UAV, or air-traffic communication/navigation is preferred.
5. Strong strategic research and planning capability, able to independently produce mid-to-long-term development plans, industry research reports, and policy recommendations; experience in co-building university joint training programs or short-term training programs is preferred.
6. Proficient in using various AI tools to improve efficiency in research, writing, and project management.
7. Working language is English; capable of daily work, business negotiation, and academic communication in English. 资历要求：
8. 硕士及以上学历，具有3年以上高校、科研院所、政府部门或科技型企业相关工作经验；有政府项目申报、产业招商、战略规划等经验者优先，特别优秀者可适当放宽。
9. 专业背景为管理科学与工程、公共管理、产业经济学、技术经济及管理、航空航天、交通运输工程或低空经济相关专业，或其他与产业规划、科技管理、产学研合作相关的专业。
10. 熟悉国家级、省市级政府指标性项目（重大专项、揭榜挂帅、示范工程、试点示范等）的申报政策与流程，具备项目申报、材料撰写、答辩组织及全过程管理的实战经验。
11. 具备产业项目落地与商务对接经验，熟悉企业走访、需求匹配、合作洽谈与协议签署全流程；拥有低空经济、通用航空、无人机、空管通信等相关产业资源或企业网络者优先。
12. 具备较强的战略研究与规划能力，能独立完成中长期发展规划、产业调研报告与政策建议的撰写；有高校联合培养项目或中短期培训项目共建经验者优先。
13. 熟练高效利用各种AI工具，具备使用AI提升研究、写作与项目管理效率的能力。
