Technical Program Manager - SCM and DevOps Transformation

We are looking for a Technical Architect / SCM Transformation Lead with a strong blend of Project Management (60%) and Technical Expertise (40%). The role will drive enterprise-wide DevOps and SCM transformation initiatives, lead platform modernization programs, manage stakeholder engagement, and oversee delivery governance across distributed teams.

The ideal candidate should possess hands-on expertise in GitHub Enterprise, GitLab, Backstage, Infrastructure Architecture, and DevOps platforms, coupled with proven experience in managing large-scale transformation and migration programs.

Key Responsibilities

Project Management & Delivery Leadership (60%)

• Lead end-to-end SCM and DevOps transformation programs.
• Coordinate cross-functional teams, stakeholders, vendors, and engineering groups.
• Define project roadmaps, timelines, risks, dependencies, and governance frameworks.
• Drive program tracking, status reporting, executive communication, and stakeholder management.
• Manage migration and modernization initiatives, ensuring successful delivery within scope, budget, and timelines.
• Establish governance, compliance, and best-practice adoption across engineering teams.
• Facilitate decision-making, issue resolution, and escalation management.

Technical Architecture & Platform Engineering (40%)

• Define SCM architecture and platform strategy.

• Design and implement GitHub Enterprise, GitLab, and Backstage solutions.

• Establish:

• Branching strategies

• Code review frameworks

• Repository governance

• Access control models

• Integrate SCM platforms with:

• Jenkins

• GitHub Actions

• GitLab CI/CD

• JFrog / Nexus

• Lead migrations from SVN, TFS, Bitbucket, or legacy SCM platforms to Git-based ecosystems.

• Define platform standards for developer productivity and DevOps enablement.
