Technical Proposal Manager

Our client is looking for an experienced Technical Proposal Manager to support the preparation and delivery of complex technical proposals for advanced Defense and Security solutions.

Working closely with Sales, Engineering, System Architects and Project Managers, you will lead the technical response to customer requests, define solution concepts, coordinate technical contributors and ensure that proposed solutions are technically sound, competitive and aligned with customer requirements.

This role combines Systems Engineering, Solution Architecture and Technical Bid Management within highly complex electronics, communication and mission-critical environments.

Responsibilities

• Lead the technical preparation of proposals and customer bids.

• Analyse customer requirements and translate them into technical solutions.

• Coordinate multidisciplinary engineering teams during the proposal phase.

• Define solution architectures balancing customer needs, technical feasibility, cost, risks and schedule.

• Support the commercial team during customer presentations and technical discussions.

• Evaluate technical trade-offs and recommend the most appropriate solution.

• Prepare technical documentation, architecture descriptions and compliance matrices.

• Coordinate third-party suppliers and technology partners when required.

• Ensure proposed solutions comply with engineering standards, reuse policies and business strategy.

• Support the transition from proposal to project execution.

• Contribute to continuous improvement of proposal methodologies and engineering practices.

Profile

• Master's degree in Electronics, Telecommunications, Computer Engineering, Systems Engineering or equivalent.

• Minimum 10 years of experience in Defense, Aerospace, Military Electronics, Radar, Secure Communications, Naval, Air or Land Defense Systems.

• Proven experience working on complex electronic or embedded systems, rather than enterprise IT solutions.

• Experience with technical proposals or bid management for defense or security projects.

• Experience preparing responses to public tenders (RFPs/RFIs/RFQs).

• Strong understanding of the complete systems engineering lifecycle:

  • Requirements Engineering

  • System Design

  • Integration

  • Verification & Validation

  • Testing

• Experience defining end-to-end solution architectures.

• Experience integrating hardware, software and communication systems.

• Ability to coordinate multiple engineering disciplines.

• Strong customer-facing communication skills.

• Excellent analytical and problem-solving abilities.

• Fluent English (minimum B2). French and/or Dutch are considered an asset.

• EU/NATO citizenship is mandatory. Eligibility for Security Clearance is required.
