General Qualifications

• Fluent in French and English,

• Graduate of Civil, Mechanical or Industrial Engineering departments of universities,

• At least 5 years of experience in the construction and mechanical tender and bidding processes of large-scale, turnkey industrial projects.

• Familiar with tender and bidding procedures, legislation and contract law, official processes, legal obligations and risk management in Algeria,

• Able to manage cost analysis, unit price analysis, quantity surveying and risk assessment processes of projects,

• Strong representation skills, developed leadership and team management skills, analytical thinking ability,

• Advanced knowledge of MS Office (especially Excel).

• No restrictions on domestic and international travel.

Job Description

‣ Conducting detailed review/risk analysis of administrative and technical specifications; reporting the scope of the project, critical cost elements and the advantages/risks it will bring to the company to senior management,

‣ Checking the accuracy of technical and commercial tender documents, cost estimates, quantity surveys and unit price analyses; ‣ Preparing budget and final tender documents and presenting them to senior management.

‣ Ensuring the highest level of coordination with other units within the company (Planning, Procurement Project, Finance, etc.) during the preparation of tender documents.

‣ Conducting strategic analysis of tenders from suppliers and subcontractors, approving large-scale procurement and subcontractor budgets.

‣ Managing corporate relations with employers, administrations, and official institutions.

‣ Monitoring domestic/international public and private sector tenders in line with the company's objectives, determining participation strategies, and organizing the necessary departments for approved tenders.

‣ Managing and coordinating the division of labor, performance, and processes of the tender department from end to end.

‣ Ensuring that application, document preparation, and participation processes for public and private sector tenders are carried out completely, without errors, and in full compliance with specifications and legal regulations.

‣ Closely monitoring current changes/legal processes in tender legislation, regulations, and specifications and integrating them into company strategies.
