Technical Purchasing Head

About the role

We are seeking a highly skilled Technical Purchasing Manager (Licensed Architect or Engineer) to strengthen the technical capability of our Purchasing Department. In this role, you will ensure that all materials, equipment, and contractor procurements strictly meet approved project specifications, quality standards, and budget allocations across our premium residential and large-scale developments.

Key responsibilities

• Provide comprehensive technical reviews of all major purchasing requisitions, reviewing architectural and engineering plans, specifications, Bills of Quantities (BOQs), materials, and technical submissions prior to procurement
• Assist the Purchasing team in evaluating and comparing suppliers, contractors, and material options, and conduct formal product and supplier evaluations when necessary
• Evaluate technical equivalencies and alternative materials to drive value engineering and assist in negotiating competitive pricing without compromising design intent or quality standards
• Ensure all purchases strictly comply with approved architectural, structural, MEPFS, and interior design specifications
• Collaborate closely with Architecture, Interior Design, Operations, Project Management Office (PMO), Quantity Surveying (QS), and external consultants
• Proactively identify procurement risks, incorrect/outdated specifications, and potential cost overruns prior to purchase commitment
• Maintain thorough technical documentation and formal approval records for major purchases, ensuring the Purchasing team clearly understands exact material specifications and quality benchmarks

About you

• Must be a Licensed Architect or Licensed Civil/MEPFS Engineer
• Minimum of 5+ years of solid experience in construction, materials specifications, quantity surveying, procurement, and value engineering
• Previous experience in premium residential, hotel, or large-scale real estate developments is highly preferred
• Advanced proficiency in reading construction drawings, BOQs, and technical specs
• Strong analytical capabilities in evaluating technical equivalencies and unit rate breakdowns
• Excellent cross-functional communication and negotiation skills
• High attention to detail with strong organizational and documentation skills
