About Fuel Innovation Fund (FIF)
The Fuel Innovation Fund (FIF) was established to accelerate the development, deployment, and commercialization of innovative technologies and processes that reduce the carbon intensity of transportation fuels while strengthening Canada's industrial competitiveness. FIF is a wholly owned subsidiary of Emissions Reduction Alberta (ERA) and a registered Emission Reduction Funding Program under the federal Clean Fuel Regulations (CFR).
The Fuel Innovation Fund fulfills its mandate by reinvesting compliance contributions made under Canada’s CFR into projects that deliver measurable greenhouse gas (GHG) emissions reductions, enhance environmental performance, and advance clean fuel innovation across Canada.
More information about the Fuel Innovation Fund can be found at Fuel Innovation Fund.
The Opportunity
The Fuel Innovation Fund is seeking a Technology Evaluation and Portfolio Analyst to join a cross-functional team delivering clean-fuel funding programs across Canada. Reporting to the Fuel Innovation Technology Director and working alongside the Technology Evaluation and Portfolio Coordinator and the Compliance Fund Director, this position provides analytical and program-delivery support to the Technology Intake and Portfolio Management functions. The Analyst will contribute to proposal review, project monitoring, data analysis, claims review, and the development of clear, decision-ready information that supports the deployment of compliance contributions to high-impact projects.
This role is well suited to an early to intermediate career professional who is interested in clean technology and brings strong analytical, organizational, and communication skills. The successful candidate will work closely with the Coordinator and other experienced team members while taking ownership of defined analyses, tracking, quality-control, and program-support deliverables.
To be effective in this role, the candidate must:
- Be passionate about emission-reduction technologies and interested in directly contributing to the mandate of FIF and its parent organization, ERA.
- Bring strong analytical, research, time-management, technical communication, and data-management skills.
- Be comfortable reviewing technical, financial, and project information, identifying gaps or inconsistencies, and clearly documenting and communicating findings with internal and external stakeholders.
- Collaborate effectively with professionals dedicated to advancing clean-fuel innovation and accelerating the development of innovative technologies.
Key Responsibilities
This role will support the portfolio lifecycle from project intake through to closeout, with a primary focus on intake and evaluation.
Project Intake (~0.7 FTE)
Provide analytical and program-delivery support across proposal intake, evaluation activities, applicant communications, and evaluation documentation. This includes:
- Review applications and supporting information for completeness, eligibility, consistency, and alignment with program requirements, and flag questions or issues for follow-up.
- Conduct research and analysis related to technologies, companies, markets, emissions-reduction potential, project risks, and other factors relevant to proposal evaluation.
- Prepare evaluation summaries, briefing materials, and draft technical recommendations for review.
- Support FIF proposal evaluation activities, including preparing review materials, coordinating project presentations and consensus sessions, and tracking timelines and deliverables.
- Maintain application data, conduct quality-control reviews, and prepare intake metrics and status reporting.
- Support external subject matter experts involved in proposal review by preparing orientation materials and responding to process-related questions.
- Support funding applicants throughout the intake process by responding to inquiries, clarifying requirements, and providing timely process guidance.
- Provide applicant debriefs, clearly and constructively communicating evaluation outcomes and feedback.
- Support cross-program intake activities, including coordinating proposal transfers between programs. Maintain and improve Word, Excel, and related templates used for proposal intake, evaluation tracking, analysis, and review documentation.
Portfolio Management (~0.3 FTE)
Partnering with the Coordinator and Project Advisors, bring an analytical lens to claims review, project monitoring, change management, project closeout, and process improvement. This includes:
- Support the review of milestone claims and supporting financial and technical deliverables for completeness, accuracy, consistency, and alignment with contract requirements, documenting findings and following up on missing or unclear information.
- Contribute to project and portfolio tracking tools covering milestones, risks, forecasts, payments, emissions-reduction outcomes, and required approvals.
- Analyze funded-project information and prepare portfolio summaries, dashboards, briefing notes, and other decision-support materials.
- Review change requests, contract amendments, and project-completion documentation for completeness and consistency with contract requirements, track their status through approval, and flag scope, schedule, or budget impacts to the Coordinator and Project Advisors.
- Identify data-quality issues, emerging project risks, and outstanding actions, and escalate them appropriately to the Coordinator, Project Advisors, or program directors.
- Contribute to improvements to templates, policies, processes, evaluation criteria, and reporting tools to strengthen program delivery, consistency, and effectiveness.
Required Qualifications and Skills
- Post-secondary education in engineering, science, environmental studies, business, economics, finance, or another discipline involving technical, quantitative, or project-based analysis; an equivalent combination of education and experience may be considered.
- Two to four years of relevant experience involving research, technical or financial analysis, project evaluation, project monitoring, funding-program delivery, engineering or environmental consulting, or portfolio support.
- Strong analytical and research skills, with the ability to review technical, financial, and project information, identify key issues, and summarize findings clearly.
- Proficiency in Microsoft Excel, including experience organizing and analyzing datasets using formulas, lookup functions, Pivot Tables, and Power Query, and experience using Power BI or a similar reporting tool to produce clear reports and dashboards.
- Experience preparing dashboards, briefing materials, reports, analyses, or recommendations for management and other decision-makers.
- Strong organizational skills, attention to detail, and ability to manage multiple priorities and deadlines in structured and dynamic project cycles.
- Strong written and verbal communication skills, with the ability to prepare clear, concise, and professional correspondence, briefing materials, summaries, and process documentation.
- Initiative, curiosity, and a practical problem-solving approach, with the judgment to know when to proceed independently and when to seek guidance.
- Ability to build effective working relationships with applicants, technical experts, and internal teams, with a service-oriented approach and professionalism.
- Ability to quickly learn and apply technical, scientific, and financial concepts, with a genuine interest in clean fuels, climate policy, and technology commercialization.
Assets
- Experience with funding programs, project claims, contracts, or project monitoring.
- Experience conducting technical due diligence, project evaluation, or risk assessments.
- Knowledge of greenhouse gas quantification, emissions-reduction technologies, or climate-related projects.
- Experience working in the clean technology, clean-fuels, energy, or environmental sectors.
Location
This position can be located at ERA’s Edmonton or Calgary office. At ERA, we support flexibility by offering employees the option to work remotely on some days, while spending most of their time collaborating in person at our office.
