What they need

Build the service. Lead the property. Support whānau into safe and secure homes.

Te Whānau o Waipareira is preparing to open a new residential housing development at Hospital Road, Middlemore.

We are looking for an experienced Tenancy and Property Manager to help establish the operation and lead its ongoing tenancy and property management services.

This is not a role where you simply inherit an established portfolio and follow existing processes.

You will join during the development’s setup phase and help prepare the site for whānau moving into their new homes. You will contribute to operating procedures, select and implement a tenancy management system, establish maintenance arrangements and help set the standards that will guide the service.

Once the development opens, you will lead its day-to-day tenancy and property management activities.

If you know how to manage homes, lead people and work respectfully alongside whānau, we want to hear from you.

ABOUT THE ROLE

You will hold responsibility for two connected areas:

  • Supporting whānau to establish and sustain successful tenancies
  • Keeping every property safe, compliant and well maintained

Before the development opens, you will work with the Hospital Road project team to help establish the systems, processes, contractor arrangements and operational requirements needed for a successful launch.

Once the homes are tenanted, you will become the primary tenancy contact for whānau. You will manage inspections, rent and arrears, maintenance, contractors, compliance and property records.

You will also lead an onsite handyman and make sure work is completed safely, promptly and to the required standard.

This is a visible and hands-on position. You will need to be comfortable working at the property, engaging directly with whānau, inspecting homes, directing maintenance and resolving issues.

KEY RESPONSIBILITIES

Establishing the service

  • Contribute to the operational setup of the Hospital Road housing development
  • Support the selection and implementation of a suitable tenancy and property management system
  • Develop practical tenancy, maintenance, inspection and reporting processes
  • Help establish contractor, supplier and service arrangements
  • Prepare the property and tenancy functions for occupation
  • Work with the project team to identify and address operational risks before opening

Tenancy management

  • Manage tenancies from initial engagement through to termination
  • Prepare tenancy agreements and complete tenant onboarding
  • Build trusted and respectful relationships with whānau
  • Manage rent collection, arrears, property inspections and tenancy records
  • Respond to tenancy concerns, complaints and disputes
  • Support Tenancy Tribunal processes when required
  • Recognise when whānau may need further assistance and connect them with suitable Waipareira or community services
  • Maintain Housing Client System records and complete IRRS administration
  • Complete MCERT, CHRA and other required reporting accurately and on time

Property management

  • Receive, assess and prioritise property maintenance requests
  • Direct work to the onsite handyman or engage specialist contractors
  • Coordinate tradespeople, suppliers and professional services
  • Inspect completed work and hold providers accountable for quality and timeframes
  • Establish and maintain planned and preventative maintenance schedules
  • Make sure all homes meet Healthy Homes Standards and other regulatory requirements
  • Monitor property expenditure and report on maintenance performance
  • Maintain accurate property, asset, inspection and compliance records

ABOUT YOU

You may come from community housing, property management, tenancy services, facilities management, building services or another role that combines people and property responsibilities.

You understand that these properties are not simply assets. They are homes for whānau.

You can build relationships while maintaining clear expectations. You know when to listen, when to act and when an issue needs to be escalated.

You will bring:

  • Experience in tenancy management, residential property management or a related role
  • Working knowledge of the Residential Tenancies Act
  • Understanding of Healthy Homes Standards and property compliance
  • Practical knowledge of residential maintenance and common building issues
  • Experience coordinating contractors, tradespeople or maintenance staff
  • Confidence managing inspections, rent arrears and tenancy documentation
  • Experience developing or improving operational systems and processes
  • Strong judgement and confidence making practical decisions
  • Clear written communication and accurate record-keeping skills
  • The ability to manage competing priorities and follow matters through
  • A respectful approach to working with whānau from varied circumstances
  • A current full New Zealand driver’s licence
  • Commitment to Te Tiriti o Waitangi, tikanga Māori and kaupapa Māori practice

Experience within a Community Housing Provider, social housing service or Māori organisation would be an advantage.

Knowledge of the Housing Client System, IRRS, MCERT or CHRA requirements would also be valuable.

If you have strong transferable experience but do not meet every preferred requirement, we still encourage you to apply.

WHY JOIN WAIPAREIRA?

Te Whānau o Waipareira has served whānau across health, housing, education, justice and social services for more than 35 years.

In this role, you will have the opportunity to:

  • Help establish a new housing service from the ground up
  • Influence the systems and standards that will guide the development
  • Support whānau into safe, secure and well-maintained homes
  • Combine practical property leadership with meaningful community outcomes
  • Work within a kaupapa Māori organisation guided by whanaungatanga, manaakitanga, aroha and tautoko
  • Build relationships across housing, iwi, community and government networks

Housing for Social Benefits Limited is the employing entity for this position. It is a registered Community Housing Provider owned by Te Whānau o Waipareira and established to deliver Waipareira’s community housing operations.

The position will receive the full support of Waipareira’s wider corporate and back-office services.

READY TO APPLY?

If you can build systems, manage properties and establish trusted relationships with whānau, this is your opportunity to help shape an important new housing service.

Please apply with your CV and a cover letter outlining:

  • Why this kaupapa connects with you
  • Your experience managing tenancies and residential properties
  • How you would approach establishing a new housing operation
  • What you would bring to Te Whānau o Waipareira

We are aiming to appoint the successful candidate during September 2026 so they can contribute to the development’s operational setup before completion.

Applications will be reviewed as they are received. We may begin meeting suitable candidates before the advertised closing date.

Nau mai, haere mai.

Applicants must have the legal right to live and work in Aotearoa New Zealand.
