Traffic Engineer Manager

Job Summary

The Traffic Engineering Manager will be responsible for leading and managing traffic engineering, transportation planning, traffic operations, and road safety activities for major infrastructure and development projects. The role requires extensive experience in traffic engineering and safety, including significant experience in Dubai, with the ability to manage multidisciplinary teams, review technical studies and designs, coordinate with authorities and stakeholders, and ensure compliance with applicable Dubai and UAE standards and regulations.

Key Responsibilities

• Lead and manage traffic engineering and road safety activities across transportation and infrastructure projects.
• Manage and supervise traffic engineering teams, consultants, contractors, and specialist sub-consultants.
• Review and approve traffic impact assessments, traffic studies, transportation assessments, traffic management plans, and road safety studies.
• Review traffic modelling, traffic forecasts, junction analysis, capacity assessments, and network performance evaluations.
• Assess existing and proposed road networks, intersections, roundabouts, signalized junctions, pedestrian facilities, and other transportation infrastructure.
• Provide technical guidance on traffic circulation, access arrangements, intersection improvements, road capacity, parking, and transportation planning.
• Review and evaluate traffic management proposals for construction and temporary traffic diversions.
• Lead road safety assessments, inspections, and audits and recommend appropriate safety improvements.
• Identify traffic and road safety risks and develop practical mitigation measures.
• Coordinate with relevant Dubai authorities, government entities, consultants, developers, contractors, and other stakeholders on traffic and transportation matters.
• Review traffic engineering drawings, design reports, technical specifications, calculations, and related project submissions.
• Ensure that traffic and transportation designs comply with applicable Dubai and UAE regulations, standards, guidelines, and authority requirements.
• Provide technical support during the planning, design, construction, and implementation stages of transportation projects.
• Monitor project deliverables, technical quality, schedules, and resource requirements related to traffic engineering.
• Review and provide technical input on road layouts, junction designs, access points, traffic signals, signage, road markings, pedestrian crossings, cycling facilities, and other traffic control measures.
• Evaluate traffic impacts associated with new developments, road improvements, and changes to the transportation network.
• Coordinate traffic engineering requirements with road, drainage, utilities, structural, urban planning, and other engineering disciplines.
• Review traffic data collection, surveys, site investigations, and traffic analysis results.
• Provide recommendations for improving traffic flow, network efficiency, intersection performance, and road safety.
• Participate in technical meetings, progress meetings, design reviews, and authority coordination meetings.
• Prepare and review technical reports, presentations, recommendations, and management reports.
• Manage technical responses to authority comments and ensure timely closure of traffic-related design and approval requirements.
• Monitor and resolve technical issues related to traffic engineering and transportation during project implementation.
• Support project management in identifying technical risks, resource requirements, variations, and potential impacts on project delivery.
• Ensure appropriate quality assurance and quality control procedures are implemented for traffic engineering deliverables.
• Mentor and provide technical direction to junior and senior traffic engineers and other members of the project team.
• Perform other traffic engineering and transportation-related duties as required by the project or organization.

Qualifications

• Bachelor's degree (BSc) in Civil Engineering, with a minimum of 12 years of experience in traffic engineering and road safety, including at least 5 years of experience in Dubai.

OR

• Minimum 8 years of experience in traffic engineering and road safety, including at least 5 years of experience in Dubai, together with a Master's degree in Traffic Engineering and Transportation.

Required Technical Experience

• Extensive experience in traffic engineering, transportation planning, traffic operations, and road safety.
• Strong knowledge of traffic analysis, junction capacity assessment, traffic modelling, traffic impact assessment, and transportation studies.
• Experience with road safety assessments/audits and identification of traffic safety improvement measures.
• Good understanding of road network planning, intersection design, traffic signal systems, pedestrian facilities, parking, and access management.
• Strong knowledge of applicable Dubai and UAE traffic engineering standards, regulations, and authority requirements.
• Experience coordinating traffic-related submissions and approvals with relevant Dubai authorities.
• Ability to review and manage technical reports, drawings, calculations, specifications, and traffic studies.
• Experience managing multidisciplinary teams and coordinating with consultants, contractors, clients, and government authorities.
• Proficiency in relevant traffic engineering and transportation modelling software is preferred.
